JOB DETAILS:
The Zambia Information and Communications Technology Authority (ZICTA) is a statutory body responsible for the regulation of provision of Information and Communications Technologies (ICT) and Postal and Courier Services in Zambia. The Authority also coordinates and oversees activities relating to cyber security and the combating of cyber-crime.
Job Purpose
Responsible for leading in Human Capital and Administration Strategy to enable the department play the pivotal role in process management of human capital and efficient management of Administration function and the provision of safe working environment.
SPECIFIC RESPONSIBILITIES
• Lead in the development and implementation of Organization Development strategies aimed at enhancing operational efficiency
• Analyses business structures, processes, procedures and the utilization of Human Capital and ensures systems, processes and operating standards are aligned with the business strategy
• Plans and leads in talent identification, engagement and retention to ensure Authority current and future talent needs are met;
• Oversees the administration of human capital programs including, but not limited to, compensation, benefits, leave; disciplinary matters, disputes and investigations, performance and talent management; productivity recognition, and morale; occupational health and safety, and training and development,
• Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human capital, talent management, and employment law, applies this knowledge to communicate changes in policy, practice, and resources to upper management;
• Provides guidance on the development and implementation of a Succession Plan mechanism aimed at ensuring smooth succession and stability in key roles of the Authority
• Lead in the development and implementation of change management strategy and ensure smooth transition of the Authority by adopting viable strategies that will assist the organization to remain relevant in the industry;
• Lead in development of practices, and behaviours that promote a culture conducive to professionalism and effective delivery of results;
• Lead and guides the Authority in the implementation of Authority performance management process annually to ensure attainment of agreed objectives;
• Lead in the design of departmental action plans and annual budget to support implementation and further guides prudent utilization of resources;
• Lead and guides in the development and implementation of a staff learning plan annually to support long term development and capacity building programs;
• Develops administrative systems and procedures and leads in implementation to ensure prudent use of Authority Assets and facilities;
• Develops and implements logistical support systems to support the maintenance and constant availability of Authority fiect in order to meet current and future transport requirements.
• Plans and leads in execution of planned facility maintenance, renovation, new constructivate
• Authority office requirement and projects;
• Plans and leads in execution of Security strategies to ensure safety of staff, properties and a continued conducive working environment

ACADEMIC QUALIFICATIONS
• Grade twelve certificate or its equivalent
• Bachelor's Degree in Human Resource Management/Public Administration or related, and
• Master's Degree in Human Resource Management/Public Administration or related.
PROFESSIONAL AFFLIATION
Should be a member of a relevant professional body.
TENURE
The position of Director Human Capital and Administration is on a three (3) year fixed term contract.
EXPERIENCE
Seven (7) years working relevant experience in Human Capital Resources/Administration with four (4) years of which must be at Management level.

HR OFFICER
Reporting to the Finance and Admin Manager, the Human Resources & Administrative Officer will maintain and enhances the Organization’s Human Resources by Planning, Implementing, and evaluating employee relations and Human Resources policies, programs, and practices. In addition, S/he will provide executive assistance to the Managing Director.
KEY RESPONSIBILITES
• Maintains the work structure by establishing and updating job requirements and job descriptions for all positions.
• Maintains adequate organization staff by establishing a recruiting, testing, and interviewing program; counselling managers on candidate selection; conducting and analysing exit interviews; recommending changes.
• Prepares employees for assignments by establishing and conducting orientation and training programs
• Ensures legal compliance by monitoring and implementing applicable human resource legal /statutory requirements; conducting investigations; maintaining records; representing the organization at the ministry of labour and maintaining office systems, including data management and filing.
• Maintains management guidelines by drafting, updating, and recommending human resource policies and procedures.
• Maintains historical human resource records by designing a filing and retrieval system, keeping past and current records. Arranging travel, visas and accommodation and, occasionally, travelling with the manager to take HR notes or dictation at meetings or to provide general assistance during HR presentations.
• Ensure Compliance with Labour Laws
• Meeting and greeting visitors at all levels of seniority.
• Organizing and maintaining diaries and making appointments.
• Taking on some of the HR manager’s responsibilities and working more closely with management.
• Deputizing for the manager, making decisions, and delegating work to others in the manager’s absence.
KEY QUALIFICATIONS AND REQUIREMENTS

• Exceptional written and oral communication skills.
• Excellent word processing and IT skills, including knowledge of a range of software packages.
• Ability to work under pressure and to tight deadlines.
• Good organizational and time management skills.

• Honesty and reliability.

A minimum of Diploma/ Degree in Human Resource, Business Administration or Management can be beneficial.
