Monitoring Assistant – Zambia
Background:
SoCha, LLC is implementing the five-year USAID/Zambia Monitoring, Evaluation and Learning Platform (Z-MELP) which provides technical assistance across the Mission’s Program Cycle management-related tasks, primarily for the Program Office and technical offices. Services include:
Performance monitoring support.
Evaluation support services.
Data management support.
Capacity building and strengthening services relating to Program Cycle elements.
Collaborating, Learning and Adapting (CLA) support services.
Z-MELP was requested by USAID/Zambia’s Health Office to provide Third-Party Monitoring (TPM) services for the Program for Advancing Supply Chain Outcomes (PASCO) Activity, being implemented by Chemonics in support of the Zambia Medicines and Medical Supplies Agency (ZAMMSA). PASCO is an outsourced distribution contract in which Chemonics and Connexi will act as a fourth party logistics (4PL) to strengthen the transportation and distribution capacity of the Zambia Medicines and Medical Supplies Agency (ZAMMSA) with the goal of ensuring sustainable access to safe, effective, quality-assured, affordable lifesaving health commodities. The mandate of PASCO is to transport health commodities to Service Delivery Points (SDPs) and to ensure those commodities reach their intended destination securely. The TPM component of PASCO is intended to verify the lead Implementing Partner’s (IP’s) performance against pre-determined performance objectives.
Scope of Work:
SoCha is looking for a Monitoring Assistant to be responsible for leading Z-MELP’s TPM data collection and data review. This involves the review of PASCO’s operational documentation pertaining to commodity delivery to SDPs, and verifying the information in this documentation through telephone interviews with SDP points of contact. To successfully meet the objectives outlined above the Monitoring Assistant will: Actively participate in the enumerator training and testing of the data collection tools.
• Contact personnel from assigned health facilities via phone and schedule a phone interview.
• Conduct phone interviews and collect relevant data from 8:00 am to 5:00pm.
• Conduct interviews outside of the stated hours if needed.
• Review PASCO-supplied operational documentation and compare this documentation against reported PASCO data.
• Participate in data cleaning exercises as warranted.
• Support the capturing of challenges and lessons learned during data collection to improve the survey implementation process.
• Conduct health facility site visits for data collection as required.
• Assist with TPM report development and TPM data management as required.
• Ensure no abuse of organization time and property.
• Communicate any issues to the PASCO TPM Coordinator or PASCO TPM Manager as necessary.
• Minimum Qualifications and Experience:
• University Degree with two years of relevant experience.
• Experience conducting data collection and data review for international development projects.
• Experience with USAID preferred.
• Place of performance:
• Lusaka, Zambia and field locations as necessary.

KEY QUALIFICATIONS, SKILLS, QUALITIES & COMPETENCIES
• Knowledge of API usage
• Knowledge in general insurance and banking domain is preferred
• Conversant in applying application patches and fixes
• Writing and executing SQL queries in Oracle, MS SQL and MySQL databases
• Strong Database management skills
• Programming experience on various programming languages
• Understanding of ICT networks and infrastructures
• Excellent documentation abilities
• Extensive troubleshooting experience and project implementation/management
• Proactive attitude, keen to make a difference, attention to detail
• Ability to quickly adopt to the new environment and understand the systems
• Ability to work in a team as a strong team player
• Strong operational discipline and problem-solving skills
• Good interpersonal and user relationship, customer service focus.
• Should be able to meet deadlines, be flexible and use initiative
• Member of ICTAZ is a must.
• Full grade twelve certificate with at least a credit in Mathematics and English
• Undergraduate degree in computer science/information technology, information management systems, business information systems, business studies, mathematics, Statistics, Electrical /electronic engineering or any related field
• Database certifications will be an added advantage
• Must have 3 years’ experience managing databases in a dynamic ICT environment

• Ensure systems security by enforcing various cyber security plans
