MANDATE OF THE MINISTRY
The Ministry draws its mandate from the portfolio functions as outlined in the Government Gazette Notice No. 836 of 2016 which outlines the portfolio functions of the Ministry as follows:

MISSION
“To effectively promote, coordinate and monitor child, youth and sports development in order to contribute to sustainable socio-economic development for the benefit of the people of Zambia”.

To achieve increased numbers of modern sports infrastructure and equipment at National, Provincial and District levels for enhanced sports development.”
To achieve increased access to quality youth and child programmes at provincial and district levels in order to reduce vulnerability and poverty among the youth and children
To increase accessibility to rights of children in order to enhance their survival, protection and development”
OBJECTIVES
To develop, implement and support youth empowerment initiatives for active youth participation and sustainable National Development.
To ensure that there is adequate modern infrastructure at district, provincial and national levels for youth, sport and child development.
To effectively coordinate and manage the implementation of youth, sports and child development programmes.
To coordinate the formulation and review of policies and legislation in order to provide a framework for effective implementation of youth, sports, children programmes.
To effectively and efficiently plan, monitor and evaluate the implementation of child, youth and sports programmes in order to ensure realization of set goals and targets
To effectively and efficiently manage and develop human resources in order to enhance individual and organizational performance
To provide financial, administrative and logistical support services in order to enhance the operations and implementation of the Ministry’s programmes
STRUCTURE OF THE MINISTRY
The Ministry is made up of four Departments, namely:-
Department of Human Resources and Administration;
Department of Youth Development;
Department of Sport Development; and
Department of Child Development.
Child Development
Capacity Building – Provide training in Income Generating Activities (IGA) to parents/guardians of street/vulnerable children across the country
Online Advocacy – Information on Child issues updated on the website across the country
Programmes on Children Rights–facilitate the commemoration of Children Mark Days across the country.
Research on Topical Issues on Child Development – Research and dissemination of results on topical issues on children at the Ministry of Youth, Sport and Child Development Head Quarters.
Documentaries–Provision of Radio and Television documentaries on children matters across the country.

2.Placement and Resettlement of Youth in Agriculture, at Youth Resettlement Schemes. To date the Ministry has established one (1) Youth Resettlement Scheme in Mwange located in Mporokoso District, Northern Province. Youth are provided with free land and start-up kits. Youth who want to engage in agriculture and related activities are encouraged to apply for resettlement at the Centre, through the Provincial Youth Development Coordinators’ Offices and District Administration Offices countrywide.
3.Provision of Loans for Youth Led Enterprises in form of Equipment and machinery. Youth interested to apply for the loans can do so through the Provincial Youth Development Coordinators’ Offices and District Administration Offices countrywide.
Sport Development
Sports equipment and attire–provision of sports equipment and attire across the country
Sports tournaments – organizing sports tournaments at District, Provincial and National level across the country.
Identification of safe spaces – Provision of community safe spaces for community sport in the Districts across the country.
Community sensitizations – conduct sport awareness campaigns in various communities across the country.
