Job Description
• Advise on the Legal aspects of Conventions and Agreements to which MINECOFIN is a Party;
• Assist in the negotiations for Credit and Grants extended to the Government of Rwanda to finance the Public Programs or Projects;
• Prepare documentation and follow
• up the Process for Agreement ratification and effectiveness;
• Provide Support and Legal inputs in the preparation of Draft Treaties and Conventions, financing as well as Cooperation Agreements between MINECOFIN and Multilateral and Bilateral Development..

Key Technical Skills & Knowledge required:
• Knowledge of Rwanda Legal Procedures;
• Knowledge of Rwanda Banking and Insurance Legislation;
• Knowledge of Rwanda Business Legislation and Policy;
• Knowledge of Rwanda Tax Legislation and Policy;
• Knowledge of International Agreements and Rwanda Aid Policy;
• Knowledge of Public and Private partnership framework;
• Knowledge of Management of cash flows, Banking, Money market transactions and capital market transactions;
• High analytical and problem solving skills;
• Legal research and analysis in complex areas of law skills;
• Decision making Skills and ability to work under pressure;
• Legal drafting and negotiation skills;
• Strong communication and interpersonal skills;

Experience
• A0 in Law with 3 years of working experience or Master's Degree in Commerce Law, Business Law, Finance Law, Banking Law, Public International Law, Tax Law, Insurance Law with 1 year of working experience
