Job Description

  • Technically supervise and manage all ICT4RAG activities including lead design, development and implementation of technical guidance;
  • Coordinate with private sector actors and other partners on implementing ICT4RAG related activities,
  • Evaluate and advise MINAGRI thinking through the deployment of agriculturally appropriate technology based solutions;
  • Developing and maintaining partnerships with key players involved in agricultural information and knowledge management, in both the private and public sector, to ensure that the sector is at the cutting edge in the provision of such services to farmers and stakeholders.
  • Manage the work of any firms and/or consultants hired by MINAGRI to assist with ICT enabled solutions.
  • Collaborate with other technical specialists and stakeholders to ensure coordination and avoid gaps and overlaps.
  • Ensure that ICT4RAG solutions are pre-tested, proved effective and used efficiently and by the correct target group.
  • Help develop, maintain, and follow the indicators set in the workplan for ICT4RAG.
  • Work with M&E Specialist to monitor and evaluate the progress and impact of ICT4RAG activities.
  • To take the lead in the management of the Agricultural Management Information System (AMIS);
  • Organize specific need assessments of knowledge and information;
  • Technically manage MINAGRI Call Center
  • Follow up on the content from MINAGRI and its boards, and make sure that agriculture information and knowledge are accessible by the targeted users through the MINAGRI websites; AMIS, NOZA Ubuhinzi n’Ubworozi, and other related links,
  • Perform any other duty that may be assigned by the Program Manager, AICP for successful implementation of MINAGRI- SPIU activities.

Job Profile

  • University Master’s Degree with 2 years of working experience or Bachelor’s Degree with 3 years of working experience in Computer Science, Information Technology, Information Sciences/systems, and other relevant area
  • Extensive knowledge in ICT for agricultural extension development is an added advantage;

Key technical skills & knowledge required:

  • Knowledge in agriculture sector;
  • Knowledge in information dissemination of the agriculture sector;
  • Interpersonal skills;
  • Communication skills
  • Negotiation skills;
  • Problem solving skills;
  • Analytical skills;
  • Fluent in Kinyarwanda, English and/or French; knowledge of all is an advantage.
  • Must be detail oriented and very accurate in delivery of assignments;
  • Excellent resources management skill;
  • Good planning skills; working with clear prioritization and resource management processes to ensure that time is used to maximum impact;
