The Association of Public Health Laboratories (APHL)
The Association of Public Health Laboratories (APHL), an implementing agency for the US Centers for Disease Control and prevention (CDC) working with the Centre for Infectious Diseases research in Zambia – Laboratory Innovations for Excellence (CIDRZ-LIFE) will be supporting the Ministry of Health (MOH) in various activities towards the laboratory equipment calibration in support of COVID-19 testing. APHL is an American organization, registered in Zambia that works internationally through the Division of Global HIV/AIDS and TB Program (DGHT) to support various programs in the health sector in different countries. More specifically, APHL is supporting the Laboratory Information Management System (LIMS), Test optimization of Viral Load (VL), Early Infant Diagnosis (EID), COVID-19 testing, HPV testing, Waste Management (WM) and Solar Power Backup in laboratories and smartcare – electronic health record (HER) systems countrywide. APHL is also implementing external quality assessment (EQA), Waste Management and Operationalization for three (3) calibration centers.
APHL seeks to fill a position of Biomedical Engineer – Consultant. The candidate will be employed as consultant to cover a period of one year with potential for renewal, subject to satisfactory performance and availability of funds.

Scope of work:
• Support implementation of equipment calibration centers for MOH at University Teaching Hospital (UTH), Ndola Teaching Hospital (NTH) and Mansa General Hospital (MGH).
• Support development of laboratory equipment training curriculum.
• Provide biomedical equipment training on laboratory equipment management.
• Provide technical assistance and specification on test equipment, equipment procurement and other materials.
• Provide technical assistance in re-establishment of electronic inventory database system.
• Conduct mentorship training on equipment calibration and maintenance support monitoring and evaluation of equipment management activities.
• Conduct ISO/IEC 17025 baseline assessment/gap analysis and provide remedial corrective actions to close the gaps identified.
• Develop standard operating procedures (SOPs), quality manual, quality policy in line with ISO/IEC 17025 requirements for accreditation of calibration centers in future.
• Create, with MOH, a plan for proper functioning of calibration centers, including logistics of zoning, transporting equipment to be calibrated and overall framework.
• Facilitate the development and implementation of the roadmap towards ISO 17025 accreditation for the three calibration centres.
• Maintain a close collaborative working relationship with other PEPFAR and international donor implementing partners (IPs) and stakeholders, including MOH, private sector, associations, and regulatory and training partners.
• Work with APHL HQ/Local staff, international and local partners to develop and implement program work plans, making needs-based changes/assessments and updates as appropriate.
• Participate in national laboratory equipment calibration and management technical working group.
• Serve as an information source on program policies, procedures, and administration guidelines.
• Complete other duties as assigned by APHL Zambia Country Director

Professional Qualifications
• BSc. in medical engineering /industrial technology/BSc. electrical or mechanical engineering with a background in medical engineering from recognized University or Higher national diploma in medical engineering with over 6 years’ experience.
• Completed basic calibration of medical equipment course.
• Member of a recognized institution or professional body for engineering (e.g. Biomedical Engineering Association of Zambia BEAZ or Engineering Institute of Zambia – EIZ).
Additional Preferred Experience and Skills:
• Experience working with an ISO 17025 accredited calibration centre or supporting a calibration centre through to ISO17025 accreditation.
• Ability to train and mentor biomedical scientists, medical laboratory technologists, biomedical engineers/technologists, and different cadres significant to laboratory equipment calibration works.
• Relevant work experience on laboratory equipment, added advantage.
• Computer literacy (word, excel, power point, outlook).
• Ability to work effectively with co-workers, MoH and other collaborating partners.
• Efficient and effective in oral and written communication.
• Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and work independently and in a team environment.
• Must be willing to travel in country and provide on-site mentorship.
• Experience working in a calibration center, conducting equipment calibration, or previous calibration of ISO/IEC 17025 trainings.
• Experience in program management, including implementing multidimensional projects with a focus on BMET training, a plus.
• Experience with U.S. Government donor compliance and reporting.
• Financial management and budgeting experience.
