Z-MELP is an implementing mechanism which gives the Mission access to technical and advisory services to design and carry out specialized multiple, third-party, MEL tasks including practices, processes, and requirements that support Program Cycle implementation.

Position background:
The USAID/Zambia Monitoring, Evaluation, & Learning Platform (Z-MELP) provides monitoring, evaluation, and learning support services across the Mission’s Program Cycle management-related tasks, primarily for the Program Office and Technical Offices.
To help the USAID/Zambia Health Office better understand the reach and effectiveness of its funded COVID-19 activities, the Zambia Monitoring, Evaluation and Learning Platform (Z-MELP) has been requested to undertake third-party monitoring (TPM) of COVID-19 activities implemented by three USAID/Zambia Implementing Partners (IPs): the District Coverage of Health Services project (DISCOVER-Health), Evidence for Health (E4H), and the Tuberculosis Local Organization Network (TBLON).

Position Objective
The COVID-19 Third-Party Monitoring Assistants, Short Term Technical Assistance (STTA) will support the Z-MELP’s TPM team in monitoring COVID-19 activities in a specific area of operation. The Monitoring Assistants will conduct document review, data validation, Key Informant Interviews (KIIs), and community group discussions to collect data on client experience to ensure that the COVID-19 activity is effective and meets the needs of the population. The Monitoring Assistants will work under the guidance of the Z-MELP MEL Advisor and will report to them on a regular basis.

Third-Party Monitoring Assistant Responsibilities
To support the work of the project and to successfully meet the objectives outlined above the Third-Party Monitoring Assistants will:
• Review COVID-19 documents and health facility registers against reported COVID-19 data.
• Conduct community group discussions to gather information on the client experience of the COVID-19 activities including vaccination.
• Conduct site-based interviews and collect relevant data from the health facility staff and community members.
• Collect data on the accessibility and quality of the COVID-19 activities in the assigned area.
• Support the capturing of challenges and lessons learned during data collection to improve the implementation of TPM process.
• Ensure that all data collected is accurate, complete, and timely submitted to Z-MELP.
• Identify potential issues and challenges in the implementation of the COVID-19 activities and suggest ways to address them.
• Maintain good relationships with relevant stakeholders, including local authorities, health workers, and community leaders.
• Attend regular meetings with the Z-MELP Supervisor and provide updates on progress and findings.
• Follow all safety and security protocols established by the Z-MELP. Ensure no abuse of organization time and property.
• Be responsible to work independently with minimal supervision. Communicate any issues to the Supervisor immediately.

Minimum Qualifications and Experience
• Bachelor’s degree in social sciences, public health, or related fields.
• At least two years of experience in monitoring and evaluation of public health programs, preferably in a similar role.
• Good knowledge of data collection and analysis techniques, including conducting community group discussions and stakeholder interviews.
• Familiarity with health systems and the public health context in the assigned area.
• Excellent communication and interpersonal skills.
• Ability to work independently and as part of a team.
• Good computer skills, including proficiency in Microsoft Office applications.
• Fluency in English and local language(s) spoken in the assigned area.
Location
Preference will be given to applicants residing in the following area of operations.
• Choma, Lusaka, Kabwe, Ndola, and Solwezi
This position will require field travel as necessary within the provinces.

Contract Length
This is a short-term technical Assistance (consultancy) position which is anticipated to be conducted within a period five (5) months.
