Location: Zambia (regular travel to Livingstone required)

About Cities and Infrastructure for Growth Zambia (CIGZambia)
CIGZambia is a facility that provides high-quality independent technical advice and assistance to Zambian government bodies and private sector organisations engaged in projects/ programmes that help harness the potential of Zambia’s cities and towns to act as drivers for economic growth and job creation. CIGZambia is funded by the UK’s Foreign, Commonwealth and Development Office (FCDO).
The overall programme objectives are:
• increasing urban productivity;
• improving inclusive access to urban economic infrastructure services;
• increasing investment into urban economic infrastructure services; and,
• enhancing national and regional integration between cities.
About the Role
CIGZambia is working with Destination Livingstone, a partnership made up of public and private sector stakeholders with the objective to improve the tourism offer of Livingstone. Livingstone City Council (LCC) and the Zambian Revenue Authority (ZRA) are members of Destination Livingstone along with business owners and civil society groups.
By increasing the local tourism offerings Destination Livingstone hopes to attract more people (including domestic visitors) to visit Livingstone, to spend longer there when they do and to explore the city itself as well as the waterfront. This, in turn, will help grow the tourism sector resulting in new jobs and income generating opportunities for local people.
CIGZambia is supporting Destination Livingstone by providing technical assistance in infrastructure improvement. Our work will consist of prefeasibility and feasibility studies as well as detailed assessments of financing needs and opportunities. The following project components will require input from the civil infrastructure engineer:
1. Historic Urban Core Local Area Plan: The plan will set out recommendations to improve the tourism infrastructure and attraction of the city centre areas and will include prefeasibility studies into: solar-powered street lighting; transport planning within the city; and transport options between the centre and the river front. (A solid waste management study will also be undertaken by a separately procured waste expert).
2. Border Crossing Infrastructure Improvement Feasibility Study: To improve the efficiency and experience of the crossing between Zambia and Zimbabwe. Recommendations are likely to include traffic management, sanitation facilities, and building renovation, as well as efficiency improvements in immigration processes between the two countries. .

Project Responsibilities
The Civil Engineer will be a key team member providing the following inputs:
• Lead on the prefeasibility study ‘Historic Urban Centre Local Area Plan’. Including proposals on streetlighting and transport planning (including transport access between the river and city) to promote tourism within this part of the city. Note: The Civil Engineer will not cover the solid waste management study, although he/she will be required to feed into this.
• Lead on the Border Crossing Infrastructure Feasibility Study, including proposals on streetlighting, traffic management, improvements to ablutions and other buildings and facilities. The Civil Engineer will also produce a Bill of Quantities for the final design of the border crossing.
• Within the two above roles: a) Conduct situation assessments of the infrastructure in both the historic core and border area. b) Develop engineering options and conduct option appraisal with a range of key stakeholders. c) Produce final designs including calculations, sketches, diagrams, schematic drawings, and final working drawings at a prefeasibility level (historic core) and feasibility level (the border crossing). d) Calculate expected costs for implementation, operation and maintenance of proposed infrastructure. e) Conduct indicative Social and Environmental Impact assessments on preferred options, in line with Zambian Environmental Management Agency (ZEMA) requirements. f) Produce a final report for each study.
• Ensure that designs promote the use of non-motorised transport and consider the transport planning implications for the wider city.
• Ensure that designs consider the needs of women, children and people living with disabilities.
• Work closely with other experts working on this project: in particular, the Town Planner, GIS Expert, Waste Expert and Finance Expert.
• Work with the social research firm to ensure that the data needed for the engineering work is collected during planned community engagement.
• Provide expert advice to other workstreams within the wider project, as needed, and ensure consistent communication with the Project Lead.

Key Skills and Qualifications
The following are required for this role:
• Civil Engineering degree, with specialisation relevant to urban infrastructure.
• Demonstrated experience implementing urban infrastructure technical and feasibility studies.
• Strong analysis and problem-solving skills.
• Ability to effectively engage with communities and wider stakeholders when designing/ appraising engineering solutions.
• Understanding of legal requirements related to urban infrastructure engineering in Zambia, particularly related to environmental and safety issues.
• Experience in traffic engineering and excellent understanding of principles of designing to promote the use of non-motorised transport users.
• Skills in relevant civil engineering software programs.
• Demonstrable skills in written and verbal communication and proven reporting writing skills to high professional standards
• Open and collaborative working style.
In addition, the follow are desirable for this role:
• A Master’s degree in a relevant civil engineering discipline (e.g. Transport engineering)
• Experience of designing urban infrastructure to support tourism and/or city centre regeneration.
• Experience working at border posts within Zambia.
• Experience in solid waste management.
