Overview
DevTech is seeking a Deputy Chief of Party (DCOP) for the USAID/Zambia Business Enabling Project (BEP). The purpose of this project is to catalyze greater gender equality and inclusive private sector investment and trade in rural areas by strengthening select Zambian government and civil society organizations to implement improved and streamlined policies and processes for economically viable and gender balanced rural enterprises. The project will also support the creation of an enabling environment that incentivizes productive investments in trade, agriculture, energy, eco-tourism and sustainable natural resource management.
To achieve the purpose of this Project, there are two mutually reinforcing objectives:
Streamline and improve processes and policies that catalyze gender-equitable private sector investment in agriculture, trade, energy and natural resources/eco-tourism.
Strengthen informed decision-making for Zambian Government policy implementation and formulation through linkages with strengthened civil society organizations and the private sector, where women’s interests are equally represented. .
Responsibilities
• The DCOP will support the Chief of Party (COP) with overall strategic implementation of the overall project.
• In particular, the DCOP will have primary responsibility for finance and operations.
• Ensuring fraud prevention.
• Strategic grants management, as well as contractual compliance of the project.
• The DCOP will also provide support in achieving other core objectives of the project as required.
Minimum Qualifications:
• BA or MA in in economics, business, public administration, economic development, or related field.
• At least 5 years of program management experience that includes familiarity with donor funded projects and systems such as familiarity with rules and regulations, project financial management, contractual compliance, and grants management.
• Experience with program level procurement, HR, accounting, and financial reconciliation.
• Successful routine completion of high-quality products on time and within budget.
• Excellent interpersonal skills; and
• Fluency in written and spoken English.
Preferred Qualifications:
• Prior Deputy Chief of Party (DCOP) experience is a plus.
• Experience managing Business Enabling Environment projects.
• Experience managing a staff/team.
• Experience working in Zambia.
