The Government of the Republic of Zambia has received financing from the African Development Fund (ADB) towards the cost of the Sustainable Livestock Infrastructure Management Project (SLIMP), and intends to apply part of the agreed amount for this loan to payments under the contract for the development of the Livestock Development Act (LDA).
The services among others included under this project are to:
• Review the existing livestock development legislation, including the regulations and other related pieces of legislation, for the development of a Comprehensive Livestock Development Act;
• Carry out a desk research on existing laws at international and regional level to ensure that the best practices are adopted for development of the comprehensive Livestock Development Act; and
• Develop the comprehensive Livestock Development Act within the framework of the National Livestock Develop Policy. The Act should provide for the establishment of the Department of Livestock Development, the relevant public/private institutions or Bodies and should have provisions for the establishment of a legal framework to enhance production/productivity of livestock and processing of livestock products and by-products and other elements along the value chain.
The Ministry of Fisheries and Livestock now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (i) information detailing the company’s existence and areas of expertise (ii) list of similar assignments and experience (iii) list of overall permanent and temporary staff in fields related to the assignment (iv) evidence of past performance (v) any other relevant information.. Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” (BPM), dated October 2015”, which is available on the Bank’s website at http://www.afdb.org.
