Job Summary and Scope of the Assignment
The role of Director Corporate Services is critical in overseeing program conceptualization and development, project proposal writing, overseeing budgets, and managing projects and contributing to events planning and organisation. This role is also key in ensuring that programs and activities align with the core objectives of the organisation as a mouthpiece for local authorities in Zambia.
Under the general direction of the Executive Director, the Director is expected to perform the following primary duties:
i. Development of progressive programmes and strategies for the benefit of the system of local government.
ii. Spearhead the development of annual work plans and reports for the Association.
iii. Based on the Association’s strategic and annual work plans, develop projects and activities with accompanying project proposals, concept notes and budgets.
iv. Prepare progress reports as the basis for reviewing work plans and the overall performance in implementing the Association’s strategic plan.
v. Spearhead research and policy analysis efforts to inform the Association’s advocacy agenda.
vi. In liaison with the Executive Director, act as Spokesperson.
vii. Oversee and direct the development and implementation of corporate information technology, communication/public relations ensuring that they contribute to organizational objectives and goals.
viii. Manage a favourable relationship with external stakeholders to enhance the reputation and public image of the Association and its constituent members.
ix. Provide secretarial services to meetings of the organs of the Association and management.
x. Promote strategic partnerships with cooperating partners including the private sector.
xi. Perform any other duties necessary to maintain and enhance the Corporate Services Department, as assigned by the Executive Director from time to time.
3. Qualifications and Experience:
i. A degree in Public Administration, Project Planning and Management, Business Development, Local Government Administration, or other related fields. A higher qualification will be an added advantage.
ii. A minimum of 5 years of professional experience in local government, a local government association or an equivalent membership organisation.
iii. Good knowledge of the environment of Local Government in Zambia.
iv. Demonstrated experience in strategic planning and corporate governance.
v. Proven ability to establish and maintain effective working relationships within and external to the organization, including communicating effectively, maintaining good working relationships with members of the Association, members of the public, the media and government.
vi. Hands on experience in writing project proposals and concept notes.
vii. Experience in working with Development Partners/Cooperating Partners.
