JOB DETAILS:
The Zambia Information and Communications Technology Authority (ZICTA) is a statutory body responsible for the regulation of provision of Information and Communications Technologies (ICT) and Postal and Courier Services in Zambia. The Authority also coordinates and oversees activities relating to cyber security and the combating of cyber-crime.
Job Purpose
Responsible for providing strategic direction and leadership through the regulation of ICT and postal and courier services, research, tariff regulation, fair competition implementation of a responsive licensing framework and the formulation and implementation of Consumer Protection and Compliance Strategies that will ensure that the Authority achieves is mandate of effective regulation of the ICT and Postal and Courier services throughout Zambia.
SPECIFIC RESPONSIBILITIES
• Lead in the development and implementation of strategies aimed at based pricing in the ICT Sector; promoting competition and cost
• Lead in undertaking markets and tariff trend analysis in the ICT and Postal and Courier services sector in order to measure the existence of effective competition and where necessary take appropriate regulatory remedies;
• Lead in the development and implementation of competitive regulations in line with established legislation to achieve the Authority's Mandate of fostering competition, taking into account global trends and best practices,
• Lead in ensuring that the Authority initiates qualitative and quantitative research initiatives relating to various issues in the ICT and Postal and Courier services sectors that contributes to effective ICT regulation
• Oversee the implementation of the Authority's initiatives to support innovation in the ICT and Postal and Courier services sectors with a view to promote the development of new and appropriate products and services;
• Lead in the development and implementation of all consumer programs and ensures that they are well formulated and implemented timely in line with the departmental strategy;
• Ensures the development, implementation and monitoring of Licensing Frameworks, compliance strategies, risk based compliance frameworks and programmes to ensure adherence to Laws, regulations guidelines, standards, license terms and conditions issued by the Authority;
• Formulates and directs implementation of compliance programs to ensure adherence to compliance standards and set targets;
• Provide expert advice at Global, Regional and National level on emerging issues and concems affecting
• Consumers in the ICT/Postal and Courier services sector and course of action in line with the mandate of the Authority, and
• Oversees the formulation and implementation of strategic partnerships initiatives with various stakeholders in ensuring the protection of citizens at all levels related to numerous consumer issues in the ICT ecosystem.
KEY COMPETENCIES
• Conversant with regulating user operations at sectorial or industrial level;
• Excellent sense of operations and an appreciation for the interplay between tariffs and regulation in the communication sector;
• Appreciation of competition, tariff modeling, research, ICT incubation and Monitoring & Evaluation activities;
• Effective people management skills, excellent interpersonal and communication skills, assertive and results oriented;
• Business acumen at operational and strategic level; and
• Excellent interpersonal and communications skills at both local and international levels.
ACADEMIC QUALIFICATIONS
• Grade twelve certificate or its equivalent;
• Bachelor's Degree in Electronics/Telecommunications/Economics/Business Administration/Finance or related; and
• Master of Degree in Electronics/Telecommunications/Economics/Business Administration/Finance or related.
PROFESSIONAL AFFLIATION
Should be a member of a relevant professional body.
TENURE
The position of Director Economic Regulation and Consumer Protection is on a three (3) year fixed term contract. EXPERIENCE
Seven (7) years working relevant experience especially in the ICT sector, four (4) of which must be at Management level.
