JOB DETAILS:
1. Responsible for leading ZICTA and administering the pieces of legislation relating to the provision of Information and Communications Technologies (ICTs), Postal and Courier Services and cyber security in Zambia;
2. Ensure that the Authority performs its core functions of supervising and regulating electronic communication services and ensure that such services are provided to all in a safe and secure environment, as well as regulate the provision of postal and courier services; and
3. Ensure that the Authority plays an appropriate role in digital transformation, contributes towards the country’s attainment of the Vision 2030 as well as the actualization of the aspirations of the Eighth (8th) National Development Plan

SPECIFIC RESPONSIBILITIES
1. Responsible for developing and implementation of the Authority’s Strategy to ensure attainment of regulatory mandate;
2. Ensure provision of electronic communications and postal services which meet stakeholder expectations countrywide;
3. Promote and protect interests of consumers;
4. Ensure compliance by service providers to principal Acts and regulations in the sector to ensure guarantee of quality of service and experience;
5. Promote competition and investment among service providers of electronic communication and postal and courier services;
6. Promote ICT research and development in the sector in order to encourage innovation and growth;
7. Promote and implement ICT and postal and courier services standards as recommended by the International Telecommunications Union and Universal Postal Union;
8. Responsible for prudent management and performance of all Authority resources such as staff, finances and machinery to ensure attainment of the Authority’s vision.

TENURE
The position of Director General is on a three – year fixed term contract.

REQUIRED COMPETENCIES
The ideal candidate should be a Zambian national who is able to lead and direct the Authority’s day to day operations in line with existing legislation in conformity with Government policy. As a Chief Executive Officer of the organization, the Director General will require the ability and skill to manage different stakeholders in the sector.

Key competencies include; ICT knowledge and regulatory models, both transformation and transaction leadership abilities, highly analytical, good sense of balance between business acumen and Government systems operations, effective people management skills, excellent interpersonal and communication skills, assertive and results oriented, systems and models oriented, organized, organization design and development skills and financial management orientation.

ACADEMIC QUALIFICATIONS
1. Grade Twelve (12) Certificate or its equivalent;
2. First degree in any appropriate professional discipline such as Engineering/Technology, Computer Science, Law, Economics, Business Administration; and
3. Relevant Master’s degree or higher qualification.

EXPERIENCE
Ten (10) years working relevant experience especially in the ICT sector, regulatory body or dynamic commercial environment, five (5) of which must be at Senior Management level.
