1. Background of the Integrated Small-Town Water Supply and Sanitation Program
The Government of the Republic of Zambia has received funding from the African Development Bank (AfDB), the African Development Fund, Middle Income Trust Funds and Africa Growth Together Fund, in various currencies towards the cost of the Integrated Small Towns Water Supply and Sanitation Program (ISTWSSP) in Four Provinces namely Luapula, Northern Muchinga and Western Provinces. The Program which is running from 2017 to 2021 is being implemented by Ministry of Water Development, Sanitation and Environmental Protection (MWDSEP) at a cost of USD 150.57 million from 2017 to 2021 in Western Muchinga, Northern and Luapula Provinces.
The ISTWSSP aims to increase access, quality and sustainability of Water Supply and Sanitation services in twelve (12) towns located in four Provinces served by Western, Luapula and Chombeshi Water Supply & Sanitation Companies, as well as ensure effective management and operation of the water supply and sewerage facilities on commercial principles.
The main program outcomes include but not limited to:
i. Increase in proportion of residents accessing improved Water Supply and Sanitation
ii. Increased hours of water supply
iii. Increased revenue collection efficiency and
iv. reduction in Non-Revenue Water (NRW).
At output level, activities encompass rehabilitation and expansion of climate resilient water and sewerage infrastructure, training of utility staff (>50% of female staff). training of national/municipal staff. training of women and youth in artisan skills and training of women to operate and maintain water kiosks.
At completion, the program will benefit 639.927 people directly by residents gaining better health from increased access to safe drinking water and improved sanitation Further, women and school going children will benefit particularly from utilization of time earlier spent on collecting water for income generating activities as well as improved school enrolment and retention of girls. There will also be benefits from employment/livelihood opportunities generated by the program such as training of artisans (30% women) and empowerment of women and youth groups for possible business along the water and sanitation value chain and catchment management.
2. Environmental and Social Safeguards Audit
It is intended that part of the proceeds of AfDB financing for this program will be applied to eligible payments under the contract for provision of consultancy services -Environmental and Social Safeguards Audit
2.1. Objectives of the Environmental and Social Safeguards Audit
• The objectives of the Environmental and Social Safeguards audit is to determine the program's level of compliance with the applicable EBS requirements. Specifically, the Audit aims to determine:
• The program's extent of compliance with the E&S provisions in the financing agreements, national regulations and procedures. The program's extent of compliance with the Bank's E&S requirements.
• The program's E&S good practices and recommend corrective actions for all identified deficiencies.
2.2. Scope of the Audit
The E&S Audit of the ISTWSSP will be conducted at Ministry as the Executing Agency and in the twelve (12) priority districts under the three commercial utilities, namely: Chambeshi, Luapula and Western Water Supply and Sanitation Companies as the Implementing Entities. The Audit will focus on among others the following areas:
• Establish the E&S requirements in the Financing Agreement and assess extent to which the implementation of the program complied with the provisions therein.
• Establish the applicable national E&S regulations, standards and procedures and assess extent to which the implementation of the program complied with the provisions therein.
• Establish the Bank's E&S policies requirements and assess extent to which the implementation of the program complied with the provisions therein.
• Establish the existence of the approved E&S documents (ESIA, EPB, ESMP) and assess extent to which the implementation of the program complied with the provisions therein.
3. Consultant Qualifications
The selected Consultant should meet the following minimum requirements:
• At least Master's degree in environmental management/Science/ Engineering and Social Development related disciplines.
• A minimum of twelve (12) years general work experience in environmental and social risk management in infrastructure projects
i) Demonstrated experience in environmental impacts assessments and development of
ii) risk management instruments, especially addressing impact on infrastructure projects
iii) Demonstrated experience in social impact assessments and development of risk management instruments especially addressing impacts on vulnerable or diverse
iv) groups (e.g. people with disabilities), Land acquisitions and resettlement, indigenous people assessment in infrastructure projects.
• A minimum of eight (8) years of relevant professional experience in Environmental and Social risk management audit on infrastructure projects funded by AfDB, World Bank, USAID. EU or other multilateral partners
• Experience in the project host country would be an added advantage
