Job Description
Comic Relief is seeking three Experts by Experience consultants to help us explore funding proposals and form part of a final panel meeting for the closed funding call: Shift the Power. Successful candidates will be paid £46GBP per hour (excluding VAT) and any expenses as appropriate.

About The Shifting the Power Programme.
Comic Relief is looking to work in long-term partnership with organisations who will be the ‘Anchor Partners’ for the Shifting the Power Programme in Ghana, Malawi and Zambia. Shifting the Power is Comic Relief’s transformative, long-term civil society strengthening programme, co-funded by UK Aid (Foreign, Commonwealth and Development Office -FCDO). This exciting, strategic programme aims to shift greater power away from Northern funding organisations and more directly to national and regional civil society organisations (CSOs)The programmes’ four principal objectives:
• Locally led, Southern-based CSOs will be supported to become more effective, sustainable and better represent local people’s priorities to ensure no one is left behind by sustainable development.
• FCDO’s partnership with Comic Relief will be placed on a more strategic footing by jointly funding a programme that will span five annual matched appeals (rather than developing a new programme annually).
• This programme will enable Comic Relief and FCDO to communicate a positive narrative to the UK public about how aid works. We will show how their support empowers communities to grow and develop, reducing their need for aid in the long run. This will be done in collaboration with African story tellers, film makers and other creatives.
• 4.Innovation and adaption to generate learning on the efficacy of different interventions designed advance organisational capacity and resilience.
• To deliver this work, Comic Relief seeks to work collaboratively with a specialist organisation to act as a national ‘Anchor Partner’ for programme design and delivery in each country.
• We will work in long-term partnership with these national Anchor Partners, who will receive an investment from us to deliver two key areas of our Shift the Power programme. These are:
• Area 1 -Organisational Strengthening. Provide organisational strengthening and support to civil society organisations through a structured programme that will identify needs and provide and signpost relevant support and training.
• Area 2 -Grant Making. Deliver a Strengthening Civil Society Fund to CSOs; including a ‘Catalyst Fund’ for small grants to support the development of proposals, and a Community Resourcing matched fund; to support CSOs to reduce dependency on international aid organisations and funders, strengthen and enhance local resource mobilisation and income models and increase accountability to local people.
• This is a closed funding call. To date, four organisations have been contracted to take part in a three month ‘Development and Iteration phase’ of the programme to develop the details of these two areas. They will prepare a long-term project plan for delivering this work in partnership with Comic Relief.
The role of an expert by experience
As part of our efforts to ensure the way we fund is representative of our ambition to be a power-aware, we’re looking for external expertise from those who can bring with first-hand lived, learnt and practice experience of Shifting the Power programmes and networks.
The ideal candidates for this role will have experience of African Civil Society Organisations (CSOs), grant making, organisational strengthening, and local philanthropy. Your expertise in these areas could be from your personal or professional experience.
As an Expert by Experience consultant, you will work alongside staff from Comic Relief to critically review funding proposals and help us develop further insight into each organisation, assessing what components each organisation could bring to the Shifting the Power programme.
You will be required to read three funding proposals and supporting documents. You will then meet with a Comic Relief staff member prior to a Stage 2 Meeting to discuss the proposal and share any questions or areas you would like to better understand. A Stage 2 Meeting takes approximately 3-4 hours and during this time, you will be invited to ask questions with the Comic Relief lead to better understand the proposal, its intended outcomes and any associated risks when delivering the work. You will be asked to take notes during the assessment; these will be shared with your Comic Relief lead who will be responsible for putting together a write up of the meeting.
For the panel meeting, you will be responsible for critically reviewing a set of panel papers with details of all three organisations and then attend a meeting to share your views and decide on a final approach to funded. Panel papers will include the proposal details, an assessment undertaken by an Expert by Experience Consultant and member of the Comic Relief team
Key Dates
All meetings will take place remotely, via Zoom. You will need to be available on the following dates:
• Interviews: Wednesday 20thJuly (30mins) We will invite all shortlisted candidates to an interview on this day to learn more about your skills, experience, and suitability for this role.
• Briefing –Monday 25thJuly (2.5 hours) We will brief you about what to expect during the Stage 2 Meeting and panel process, provide some basic training and give you a chance to ask us any questions. Ongoing support will be provided to you by Comic Relief colleagues.
• Assessment period: 8th to 18th August The application and accompanying documents will be shared with you by Tuesday 26thJuly. You will have an opportunity to discuss the application and the format of the meeting beforehand. The assessment will take approximately 3-4 hours and write up will take approximately two hours.
• Pre-read of Panel Papers –to be circulated week commencing 22nd August 2022 You will have at approximately 1 week to read through and analyse the papers ahead of the panel meeting. We anticipate this taking no more than two working days in total.
• Panel meeting –1st September 2022 (3 hours) You will participate in a panel meeting where a final approach to programme funding is agreed.
• 6.Debrief –Tuesday 6thAugust 2022 (1 hour)You will be invited to a debrief where you will be able to share your experience of working with us on the programme so we can improve our funding practice going forward.
Skills and experience
• A good understanding of African Civil Society Organisations (CSOs), grant making, organisational strengthening, and local philanthropy, Shifting the Power programmes and networks, and understanding of challenges created by traditional funding streams and international / internationally-led NGOs.
• Ability to read and synthesise fund proposals, accompanying documents and panel papers –providing critical analysis, formulating questions to better understand work and make judgments based on information provided.
• Commitment to an intersectional approach in decision-making and willingness to draw on non-sensitive personal and contextual experience to influence the decisions made.
• Confidence to actively participate in the panel meeting, providing constructive challenges where you feel applications should/shouldn’t be funded.
• A passion to contribute to the strengthening of civil society in Ghana, Zambia and Malawi so that it is more resilient, independent and effective, with a keenness to share new perspectives with colleagues.
In line with our commitment to work with people closest to the issues we seek to address, a greater weighting in scoring will be applied to those based within the target countries/region of this programme. When deciding whether or not to apply for this role, we also encourage you to reflect on whether your potential involvement with this process would align with the aims of the programme, which seeks to shift power to African Civil Society Organisations.
All meetings will be undertaken remotely using Zoom. You will need access to a laptop/computer (not just mobile device), with a microphone, ideally a camera and an internet connection. We would also expect you to be a confident user of Microsoft Word, Zoom and email and commit to ensuring all materials shared will be held in confidence.
RENUMERATION
Panel members will be paid according to Comic Relief’s hourly rate for external assessors, which is £46/hour excluding VAT. In total, we anticipate that the time commitment required will not exceed five working days (37.5 hours). Consultants will need to submit invoices to Comic Relief for hours worked and all invoices will be paid within 30 days.
