Job title: Finance and Grants Specialist
The Southern Provincial Health Office under the US President’s Emergency Plan for AIDS Relief (PEPFAR) Project through a Cooperative Agreement (CoAg) with the Centers for Disease Control and Prevention (CDC), is seeking for eligible, self-motivated and qualified applicants for the positions listed below at District level.
Location: Provincial Health Office

Job Purpose:
This is a senior position which requires high level skills in financial management and administration. This position ensures that CoAg funds under this project are properly budgeted for, timely spent according to regulations and reported on efficiently and timely. The position responsible for overall management of financial health of the institution by administering accounting operations to meet legal requirements and should be familiar with audits, invoices and budget preparations
Reports: The Senior Accountant

Responsibilities:
• Responsible for the financial management of project. Coordinates all aspects of the application process, ensuring proposals are submitted in an accurate and timely manner, consistent with sponsor and institutional requirements. Ensures awarded projects are properly managed within the budget and terms & conditions of the award.
• Understands and ensures compliance with regulatory requirements. Maintains expertise as regulations and policies change.
• Develops budgets for the Cooperative agreement. Works with other members of the Provincial team to make certain each budget fully reflects the specifics of the project and is compliant with the sponsor’s requirements.
• • Enters applications into electronic systems – le. Grants, government and reasures the entry of the required components
• Works with sub-recipients and vendors to obtain the necessary information and certifications, reports submission and liquidations
• Ensures expenditures are appropriate and compliant with relevant regulations and policies reviews quarterly grant expenditure certification reports for review and approval
• Tracks project invoices from submission to payment and approves individual purchasing and payment transactions as appropriate. Manages costs consistent with the budget to make sure sufficient funds are available to meet the programmatic goals of the project
• Prepares reports of actual and projected financial position for individual projects. Identifies gaps and opportunities and makes recommendations to address. Meets regularly with the provincial team to review finances and performance
• Tracks and manages time and effort reporting, salary distributions, and financial and narrative reporting requirements.
• Works closely with other team members to affect the successful implementation of project
• Works closely with the Senior Accountant on the project establishment and closeout processes
• Providing back-up and support to other finance personnel.
• Monitor all financial aspects on funding to sub-recipients.
• Draw up contracts for sub-recipients.
• Lead in the day to day financial management of CoAg.
• Preparing monthly financial forecasts/draw downs
• Preparing pipeline analysis quarterly and when requested
• Lead timely disbursements of activity funds to District Health Office and Hospitals.
• Verifying all payments in conformity with approved action plans, budgets and notice of awards (NOA)
• Provide technical assistance to District and hospital Accounting Officials on CoAg financial management
• Providing financial management advice to senior management and program officers on the project
• Ensure that all project audits and reports are performed timely according to the NOAS
• Lead in the development of all administrative correspondences and memos between CoAg and SPHO
• Work with the HR department to monitor staff contracts and reporting requirements.
• Ensure that all project procurements adhere to CoAg/USG requirements
• Perform other functions assigned by your supervisor or designee.

Qualifications:
• Grade Twelve (12) Certificate with five (5) O’ Levels
• Full ZICA, ACCA or CIMA
• Must be an active member of ZICA
• Good knowledge in Pastel Accounting
• Proven work experience as a senior finance and grants specialist or similar, role in managing USG funds for five (5) years
• Solid knowledge of financial and accounting procedures
• Advanced MS Excel, Word and PowerPoint skills
• Knowledge of GRZ and USG financial regulations
• Excellent analytical and numerical skills
• Team builder and able to work with minimum supervision
• Sharp time management skills
• Strong ethics, with an ability to manage confidential data
