Job Description
DevTech is seeking a local Finance and Operations Manager to support the USAID-funded Education Data activity in Zambia. The Finance and Operations Manager will support the Program Manager / Team Lead and Deputy Program Manager in managing all the financial and administrative operations of the project and be responsible for logistical support to the Zambia field office and local subcontractors. S/he will report to the Deputy Program Manager, or when absent, the Program Manager/Team Leader.
Responsibilities
The Finance and Operations Manager will support the USAID Education Data activity with the following duties:
Financial
• Implement administrative processes, apply the rules, regulations and procedures of DevTech, USAID, and the Republic of Zambia
• Manage the procurement process and ensure necessary documentation of sound procurement processes for goods, venues and services in accordance with DevTech and USAID policies and regulations.
• Ensure that assets, inventories, and supplies are reconciled, documented, and replenished in a timely fashion according to DevTech and USAID policies and regulations
• Prepare and perform calculations for quarterly projections, field expense reports, transfer funds requests, purchase orders, and other necessary documentation in compliance with DevTech and USAID policies
• Ensure timely approval and payment procedures
• Oversee the petty cash disbursement and ensure proper reconciliation and replenishment
• Support travel arrangements, including collecting and processing travel advances and expenses
• Manage all budget, accounting and finance activities, including the preparation of the monthly expenditure report and quarterly financial projections
• Support Human Resources duties, such as trainings to other staff and local subcontractors on DevTech and USAID financial processes and travel expense reporting
• Coordinate and communicate with Team Lead, Home Office Project Manager, and Home Office Controller
Operational
• Oversee the logistics of the project office, including management and control of logistics for research and evaluation related work
• Assist with scheduling needs, logistics, and branding requirements for meetings, trainings and other events
• Manage logistics for vendor source selection, subcontracts and purchase orders, and timely delivery in accordance with DevTech and USAID policies and procedures
• Solicit input from the Team Lead / Program Manager, Deputy Program Manager and HO Program Manager as appropriate to assist with logistical arrangements and transportation needs related to monitoring and evaluation activities
• Facilitate STTA (short-term technical assistance) and Field Office travel including but not limited to organizing logistics related to airport pick-ups, hotel reservations, and the preparation of documents to meet Zambian visa requirements
• Conducts logistics contingency planning and anticipates potential obstacles and projects solutions to mitigate risk and ensure successful implementation
• Ensure timely delivery of financial reports and documentation to maintain DevTech Systems’ compliance with Government of the Republic of Zambia (GRZ) and outstanding laws, regulations, and policies including but not limited to Patents and Companies Registration Agency (PACRA), Zambia Revenue Authority (ZRA), banking requirements, and vehicle registration
• Support the development and implementation of office security policies, systems and processes
Qualifications
• Four year degree in Operations, Business Administration or related field. Masters’ degree in business administration or related field preferred
• 10 years’ experience working on logistics, procurement, operations, and financial and administration, with experience supporting multi-million dollar USG/USAID contracts
• Progressive experience working in the field of operations with knowledge of USAID financial and regulation requirements
• Knowledge of GRZ laws, regulations and policies pertaining to PACRA, ZRA and operational requirements for foreign companies operating within Zambia.
• Strong attention to detail to ensure accuracy in all financial reporting
• Strong communications and organizational skills to ensure all deliverables are submitted on time and are high-quality
• Proficiency in the use of Microsoft Excel, including but not limited to using basic computing formulas to automate and track budget calculations
• Proficiency in the use of Microsoft 365 Suite tools, including but not limited to Outlook, SharePoint and Teams
• Fluency in spoken and written English
Preferred Qualifications: •
Fluency in one or more Zambian languages
