JOB PURPOSE: To Coordinate and Implement HIV Testing and Community HIV programs in province to provide quality services and ensure clients che
PRINCIPAL ACCOUNTABILITY (MAIN DUTIES)
• Undertakes preparation and oversees implementation of action plans ce and budgets to facilitate the attainment of set objectives and resource mobilization.
• Undertakes effective coordination, implementation of HTS and of Community HIV Prevention, Care and Treatment services programa within the province and in collaboration with Community Implementing Partners in order to facilitate effective delivery of HIV services YoseOX 910022
• Coordinates and undertakes effective implementationcofESTERN PROVINCE HIV Testing Services (facility index testing,
• Provider Initiated Testing and Counseling, Client initiated Testing and Counseling, and other testing modalities) including safer and ethical index testing to clients at Community Level according to National HIV Consolidated Guidelines to contribute to HIV epidemic control.
• Community activities for TB contact tracing, defaulter tracing and active case finding to halt and eliminate TB in the community.
• Supervises community activities that create awareness and increase demand for VMMC services in order to reduce the incidence of HIV. Supervises community activities that create awareness and demand for cervical cancer screening services in women to prevent cervical cancer in HIV positive women Strengthen systems for linkage of clients to HIV treatment and prevention services
• Ensure retention in care to maintain continuum of HIV prevention and care services Provide technical support to district and facilities staff to ensure PLHIV are identified are linked to treatment and care.
• Regularly monitors and evaluates activities in the delivery of health services at district and facility in order to ensure adherence to HTS guidelines.
• Monitors the compliance of the HIV Testers to certification and registration to the ZCC. Coordinate activities of DSD and Community health post.
• Ensure demand creation of OVC services and PrEP Hotspot mapping of populations classified as population at high risk (FSW, MSM, IDU, and In-mates) and priority populations focusing on adolescent girl, young women (AGYW) and device age specification health promotion programs / activities.
• Undertakes development and strengthening systems to improve HIV testing, and ensure provision of standard operating procedures (SOPs), data capturing and reporting tools Undertakes effective dissemination of Hilesting afher prevention and Community Health policy and guidelines facilities and Communities
• Undertakes development and implementation of capacity building HTS and prevention interventions in order to impart appropriate skills and knowledge to district and facility staff Provides technical support to district and facility staff in order to facilitate provision of quality health services.
• Provide mentorship in community HIV prevention, HIV testing and care to the facility and community-based staff Undertakes regularly operational research in Community HIV services in order to facilitate generation of information for decision making.
• Undertakes effectively, the development of sectional and individual work plans in order to monitor and evaluate performance. Undertakes effectively and timely supervision of a community Staff at district level.
JOB SPECIFICATIONS/ REQUIREMENTS
• Grade 12 certificate with at least five O-level credits or better
• Degree in Psychology and Sociology or equivalent;
• Master's in Public Health will be added advantage;
• At least five (5) years relevant experience in TB/HIV Programme; . Must be trained in WHO ART Modules;
• Experience in PEPFAR supported TB/HIV programs will be an added advantage;
• Trained in Project management will be added advantage;
• Ability to write technical papers and reports clearly in English;
• Ability to communicate fluently in English and local languages; . Must between the Age of 21 years and 55years; and .
Other skills/Attributes: Computer literate, Managerial skills, Interpersonal relations, initiative.
