JOB DETAILS:
Job Description
• The position provides operational support to ensure efficient and effective service delivery by the HR Department in the implementation of the HR strategy. In this, the position is accountable for HR operational activity i.e HR service delivery, coordinating the Performance Management system, embedding HR Governance, management of the HRIS, Management Information (MI) and employee records.

Key Responsibilities
• Initiates the development and implementation of an HR operations strategy that support excellent service delivery standards for the HR Department to ensure support of the HR strategy that facilitates the achievement of the NAPSA business objectives.
• Develop, implement and monitor the HR operations budget, derived from the HR strategy, to ensure the implementation of the strategy is not hampered by lack of resources, and to enhance efficiency in the utilisation of resources.
• Attend to all HR finance related issues and queries.
• Coordinates the Performance Management system process in liaison with the Directorate of Strategy and Business Planning as well as the HR Business Partners by collating, analysing and preparing the results for management’s consideration.
• Coordinate HR administration activities such as employee data maintenance and maintenance of the HR Information System.
• Coordinate the update of employee data and records to ensure the data is accurate and complete at all times for decision making purposes.
• Coordinate HR communication and attention to user requests such as policy and procedure clarifications.
• Coordinate the development and review of HR Policies and guidelines.
• Prepare and provide updated quarterly HR reports.
• Coordinate all HR related Audits by ensuring that Audit findings are addressed and control measures are put in place to mitigate any future risks.
• Accountable for the risk Management Process within HR.
• Coordinate the development of the HR annual calendar to ensure the calendar is developed in a timely manner, and to ensure inclusion of all key HR matters.
• Update and monitor the Group Life Assurance Policy for all staff.
• Coordinate the preparation of the NAPSA manpower plan to ensure alignment with the NAPSA business and HR strategies.
• Develop and implement the NAPSA recruitment strategy that is consistent with the HR strategy, to ensure availability of competencies critical for the implementation of the NAPSA strategy in the administration of member funds.
• Develop, implement and monitor the recruitment budget derived from the recruitment strategy, to ensure cost effectiveness in implementation.
• Develop and implement a recruitment plan that supports NAPSA business operations, and that is aligned to the recruitment strategy, to ensure minimal disruption to business operations due to lack of enough manpower.
• Keep proper records of applications, shortlists and interview reports for all regions to ensure the records are safe and easy to retrieval when required for decision making purposes.
• Develop quality and timely job adverts to ensure NAPSA attracts the most competent candidates to apply for vacant roles, to support the achievement of the NAPSA business objectives.
• Select and coordinate the interview panels to ensure the panel is trained and well prepared to conduct quality interviews in order to select the best candidate.
• Develop interview tools for NAPSA to ensure interviews are conducted in a structured and objective way to support the identification of candidates with the required competencies.

Minimum Qualifications
• Grade 12 Certificate with 5 ‘O’ levels with Credit or better including English and Mathematics.
• Degree in Human Resources Management, Social Science or equivalent.
• Member of the Zambia Institute of Human Resources Management (ZIHRM) with valid Practicing Certificate.

Minimum Experience Required
• Not less than five (5) years of HR generalist experience at management level in an organisation of similar size.
