JOB DETAILS:
Objective
Provide Technical Assistance to USAID Zambia and GRZ/MOH to draft and validate the HRH transition plan based on the transition framework developed in COP22.
The technical assistance will include several key elements:
• Establishing a HIV Sustainability Technical Working Group (TWG) with members from key agencies—USG, GRZ, and other implementing partners—to ensure buy-in and feasible implementation of the Transition Plan in concert with MOH priorities and capability.
• Costing the transition of workers to government payroll after priority cadres and feasible, sustainable financing have been identified by the TWG.
• Embedding an advisor in the MOH to participate in the TWG and work shoulder to shoulder on costing, financing, and planning activities in a continuous manner.
Description of services to be provided
• Establish an HIV Sustainability Technical Working Group (TWG) to design, draft, validate, and prepare to operationalize an HIV HRH transition plan.
• Work with local counterparts to determine key stakeholders to act as TWG members, secure their commitment, and initiate meetings.
• Work with TWG members to establish the terms of reference (TOR) to guide the roles and responsibilities of the group in relation to the MOH, GRZ, and USG.
• Support the TWG to develop an HIV HRH Transition Plan for current USG supported HCWs based on the validated transition framework developed in COP22, identifying MOH champions to sustain and progress the work.
• Work with relevant agencies to advise on and validate a full HRH transition plan.
• Discuss private sector engagement in the event of a budget contracture or hiring freeze. The GRZ may be unable to provide the fiscal space needed, and donor funding may be unreliable. Therefore, the TWG will consider other sources of HRH to provide care.
• Cost the transition of workers to government payroll
• Cost the transition plan developed with the TWG in collaboration with MOH, USAID, and support from MSH home office health finance team.
• Support coordination and progress of activities from within the MOH
• Plan and coordinate regular TWG meetings to monitor challenges, progress, and adaptations of the plan.
• Work one day per week embedded at the MOH to support TWG meetings and activities, progress transition plan development, and encourage ongoing sustainability planning beyond the terms of RISE Zambia.
• Provide informal capacity strengthening with local counterparts
• As work progresses, provide coaching and mentoring of MOH counterparts in HRH optimization and transition/sustainability planning and implementation.
• Final products and presentation of results (Four. Each product max 30 pages plus appendices, two 30 slide PowerPoint presentations)
• Final Costed HIV HRH Transition Plan and Final Project Report
• Finalize reports according to feedback
• Provide two presentations, one internal to project with USG (USAID, CDC, DOD), and one external to MoH and relevant stakeholders
• Quarterly and yearly RISE project reports. Consultant will draft quarterly reports as per donor requirements.
• The consultant will provide support to MOH as needed for the progression of the above activities and implementation of agreed actions from the HIV HRH Optimization plan (Using templates provided according to the agreed schedule)
QUALIFICATIONS
Prefer master’s degree in public health, health management, or related field
Minimum 8 years’ experience working in the health field in the Zambian context
Minimum 3 years’ experience in the area of HRH optimization and planning
Substantive experience providing TA to country government and other key stakeholders
Strong writing and communications skills
Leadership skills particularly with inspiring teamwork, mobilizing others to join a common vision, and coordinating across stakeholder groups
Must live and have the ability to work in Zambia without requiring sponsorship or a work permit
