1. The Government of the Republic of Zambia has received financing under a loan from the European Investment Bank (EIB) and a grant from the European Union (made available through the resources of the European Development Fund (EDF) towards the cost of the Great North Road (T2) Rehabilitation Project. It is intended that part of the proceeds of the loan and grant will be applied to eligible payments under the contract for the Rehabilitation of the T2 Mpika to Chinsall Road-Lots 1 & 2.

This Invitation for Applications for Prequalification relates to the contracts for the GREAT NORTH ROAD (T2) UPGRADE PROJECT - Rehabilitation of the Great North Road (2) from Sett Mpika to Chinsali in Muchinga Province of Zambia.

2. The contracts will include:

(i) Rehabilitation of the Great North Road (T2) from Mpika to Chinsali in Muchinga Province of Zambia - Lot 1: Mpika to Shiwan'gandu-km 4+100 to 86+770 (82.67km); and

(ii) Rehabilitation of the Great North Road (T2) from Mpika to Chinsali in

Muchinga Province of Zambia - Lot 2: Shiwan'gandu to Chinsali Junction Km 86+770-165.646 (78.88km)

3.The Road Development Agency (RDA) now invites sealed Applications from eligible Applicants for the rehabilitation of

(1) LOT 1: (From Km 4+100 to Km 86+770), Mpika (Mazingo Hotel) to Shiwan'gandu Junction (053/T2 Junction)-82.67 km (hereinafter called "the Works"); and

(ii) Lot 2: (Km 86+770 to Km 165+ 646), Shiwan'gandu Junction (D53/T2 Junction) to Chinsali Junction-78.88 km. (hereinafter called "the Works").

4. The prequalification procedure shall be carried out in accordance with the Guide to Procurement for projects financed by the EIB (September 2018), which is available at: http://www.eib.org/en/infocentre/publications/all/guide-to-procurement.htm. The law applicable to the tendering procedure is the Public Procurement Act No. 8 of 2020. All firms are invited to participate in the tender.

5. Interested eligible Applicants may obtain further information from and inspect the Prequalification Documents at the offices of the Road Development Agency (RDA) at the following address:

6. The provisions in the Instructions to Applicants and the General Conditions are those of the Standard Bidding Document for Procurement of Works.

Submission procedure

7. All Applications must be delivered in closed envelopes bearing "Application for Prequalification for Rehabilitation of the Great North Road (T2) from Mpika to Chinsali in Muchinga Province of Zambia Lot 1: Mpika to Shiwan'gandu Km 4+100 to 86+770 (82.67km)"

and/or

8. Application for Prequalification for "Rehabilitation of the Great North Road (T2) from Mpika to Chinsali in Muchinga Province of Zambia - Lot 2: Shiwan'gandu to Chinsali Junction Km 86-770-165.646 (78.88km)

Applications must be delivered to the above RDA office address on or before 24th February, 2023 at 10:30 hours local time or electronically via: rda ho@roads.gov.zm and copy to mchilufya@roads.gov.zm.

9. Applications must remain valid for one hundred and twenty days (120) days from the deadline for bid submission.

10. Applications shall be opened immediately in the presence of the Applicants representatives who choose to attend on 24th February 2023 at 10:30 hours local time at the address below:
