CIGZambia is a facility that provides high-quality independent technical advice and assistance to Zambian government bodies and private sector organisations engaged in projects / programmes that help harness the potential of Zambia’s cities and towns to act as drivers for economic growth and job creation. CIGZambia is funded by the UK’s Foreign, Commonwealth and Development Office (‘FCDO’).
The overall programme objectives are:
• increasing urban productivity;
• improving inclusive access to urban economic infrastructure services;
• increasing investment into urban economic infrastructure services; and,
• enhancing national and regional integration between cities.
The development of an efficient, affordable and reliable energy supply ecosystem to support the development of the economy in Zambia’s cities is considered to be an essential component of achieving these objectives.
About the Role
This project aims to support the Ministry of Energy to develop an Integrated Resource Plan (IRP) for Zambia. The IRP is a 30-year plan for a sustainable electricity investment strategy for generation and transmission infrastructure that will ensure universal access to clean, reliable and affordable electricity at the lowest total environmental, social, economic and financial cost consistent with local, national and regional development goals. The IRP will also include implications arising from demand-side management (DSM) and pricing.
The IRP will be developed across several project modules including: Demand Assessment, Transmission Planning, Distribution Planning, Least Cost Generation Planning, Renewable Resource Planning, Sector Financial Sustainability, Power Procurement Processes, Climate, Gender and Inclusion Analysis, Institutional Planning Framework and Demand Side Management and Energy Efficiency.
Working under work under the direct supervision of the Co-Module Lead for Distribution System Planning, the consultant will support the distribution planning expert by collecting and compiling data necessary to develop a credible net demand at each 11kV substation from the basic demand assessment provided by the Demand Assessment Workstream. He/she will also support the collection of relevant economic and network data required for planning and modelling of the distribution system. .
The consultant will:
• Review existing reports/studies on distribution development in Zambia focusing on sources of data used in the reports, its accuracy and granularity (spatial and temporal resolution);
• Collect data on current demand at each substation;
• Liaise with the Demand Assessment Workstream to understand demand assessment assumptions over the project horizon;
• Identify data requirements to support assessment of net demand connected at the substations on the distribution and transmission system;
• Identify other potential data sources;
• Identify existing and planned energy efficiency and demand side management schemes and advise on their impact on demand assessment;
• Advise on the prospect of mainstreaming and timing of plug in electric vehicles and impact on system demand and infrastructure requirements;
• Advise on deployment and impact of roof top solar (domestic and industrial) and other self-supply options on system demand;
• Collect data on:
o Technical and nontechnical distribution losses
o Local generation connected to the distribution network
o Deployment of inverters and battery storage
o Standard modelling parameters (construction types, conductor and cable types) and existing system models (33kV, 11kV) identify sources and data management)
o Depreciated capital cost (asset age)
o Current distribution investment plans
• Contribute to preparation of the IRP Inception Report due at the end of March 2021.
The consultant will develop the system for data management and curation for the Distribution component of the IRP and provide guidance on good data management practices and mitigate project risk related to data during implementation.
The consultant will also prepare progress reports on a monthly basis on project implementation, provide update reports and other kinds of reports in relation to the project activities as will be assigned to him by the Co-Module Lead for Distribution Planning, IRP Project Leader, CIGZambia Energy/Project Preparation and Finance Component Lead or IRP Project Manager.
The consultant should possess strong technical skills and in depth understanding of power systems as well as the transition to smart grids and associated technologies. The consultant should have proven track record working in the utility industry. He/she is also expected to possess proven communication and leadership skills operating in an engineering consulting environment.
Project Responsibilities
The consultant shall ensure the proper and timely implementation of the project. The consultant shall report to CIGZambia any delay of the project implementation as well as any likely delay. In the latter case, the consultant shall also propose measures to overcome or reduce the delay.
The consultant will use his/her experience as well as international and local knowledge in the sector to support all the elements of the program, attending and helping to facilitate some of the workshops and training courses and providing additional support and review as required. He/she will also provide plans for capacity building and technology transfer to the Ministry of Energy by organising workshops and training activities.
Resourcing and Reporting
The resourcing requirement will vary during the contract but will average approximately 3 days per week. The consultant will report to the Co-Module Lead for Distribution Planning.

Key Knowledge, Experience and Qualifications
• Master’s or PhD Degree in a Relevant Subject (Electrical Engineering or Renewable Energy) with at least five (5) years-experience in the power sector;
• Experience in a utility firm that provides services in the area of distribution system modelling and planning, and integration of renewable energy onto the grid;
• Demonstrable skills in written and verbal communication and proven report writing skills to high professional standards;
• Conversant with current development trends in power systems, in particular integration of variable output renewable energy generation (solar and wind) into power systems, transition to smart grids and associated technologies (storage, ICTs, wide area monitoring and protection systems (WAMPACS)) and active distribution networks;
• Demonstrable skills in secure data storage and management systems as well as technologies.
