JOB DETAILS:
Our client in Lusaka, is looking for a Monitoring, Evaluation, Research, Learning, and Advocacy (MERLA) Manager to join their team for a job vacancy within the NGO sector.

Designation
The role holder is responsible for monitoring all stages of programme implementation in addition to providing technical support to the programme. The MERLA Manager will be responsible for designing and implementing the monitoring and evaluation (M&E) activities for the whole programme, but especially the nursing and ACEZ programmes. He/she will be responsible for the collection and analysis of different data in relation to programme activities.

Key Responsibilities:

Monitoring and Evaluation
• Design, implement, and oversee monitoring and evaluation (M&E) frameworks for programs, ensuring alignment with organizational goals and donor requirements.
• Develop and manage data collection tools, ensuring high-quality, timely, and accurate data.
• Lead the design and implementation of baseline, mid-term, and end-line evaluations.
• Monitor program implementation to ensure alignment with M&E frameworks and standards.
• Analyse and interpret data to provide insights into program performance.
• Conduct regular field visits to assess program progress and data quality.

Research and Learning:
• Plan, manage, and execute research projects to support program development and improve the evidence base for future programming.
• Design and conduct both qualitative and quantitative research studies, including surveys, focus groups, and in-depth interviews.
• Ensure that research findings are used to inform program decision-making, and that lessons learned are effectively communicated.
• Oversee the integration of research and evaluation findings into program development and strategic planning.

Capacity Building and Training:
• Provide training and technical support to staff and partners on monitoring, evaluation, and research methodologies.
• Build the capacity of field teams to effectively collect data, analyse findings, and incorporate lessons into program design.
• Promote a culture of continuous learning and evidence-based decision-making within the organization.

Reporting and Documentation:
• Prepare high-quality, timely reports on program performance, including results and impact assessments.
• Communicate findings to key stakeholders, including donors, program partners, and internal teams.
• Support the development of donor reports, including narrative and quantitative data analysis, ensuring compliance with reporting requirements.
• Visualize and communicate credible infographics using relevant software applications such as Displayr for the stakeholders involved.

Data Management and Quality Assurance:
• Ensure data integrity, privacy, and security, complying with all relevant regulations and ethical standards.
• Oversee the development and maintenance of databases for program data and ensure efficient data management systems.
• Conduct data quality assessments and audits to identify gaps or weaknesses and implement improvements.

Stakeholder Engagement:
• Collaborate with program staff, donors, and external partners to ensure that monitoring, evaluation, and research activities are relevant and aligned with their expectations.
• Represent the organization in external meetings, conferences, and events related to M&E and research.

Management and Coordination:
• Team Leadership: Manage and provide oversight to the M&E, research, and advocacy team members. Ensure that each team member has the resources, support, and guidance needed to perform their roles effectively.
• Cross-functional Collaboration: Work closely with program teams, senior management, and external partners to ensure that M&E, research, and advocacy activities are integrated into program design and implementation.
• Project Management: Oversee and manage MERLA-related projects, ensuring they are completed on time, within budget, and with high-quality results. This includes developing work plans, setting deadlines, and ensuring that resources are allocated effectively.

Qualifications, Skills, and Experience
• Master’s Degree preferably in M&E, Developmental Studies or equivalent.
• At least five (5) years of experience in the design and implementation of M&E/MIS in development programmes implemented by government or NGOs.
• Strong understanding of M&E frameworks, tools, and methodologies.
• Experience with data collection, survey design, statistical analysis, and report writing.
• Knowledge of research ethics and standards.
• Excellent communication skills, both written and verbal.
• Ability to manage multiple tasks and meet deadlines.
• Strong leadership, organizational, and interpersonal skills.
• Familiarity with database management systems and M&E software.
• Proven ICT skills especially in MIS software and proficiency in MS Office tools.
• Expertise in analysing data using statistical software.
• Strong influencing, coordination, and management skills.
• Establishes, builds, and maintains effective working relationships with staff and clients to facilitate the provision of support knowledge, management, and learning.
• In-depth knowledge of MSI, M&E and developmental issues.
• High standard of written business English for report writing.
