JOB DETAILS:
The Program Manager – GESI will be based in CARE Zambia Lusaka office and play a key role in the Regional Project Management Unit (PMU) providing overall leadership, guidance, and technical support in implementing and documenting the project’s GESI programming. This position will work closely with the Gender Advisors in the three CARE Country Offices, as well as the Global Health Gender Specialist at CARE Canada, as well as engage with partner staff and CARE International Technical Advisors.
Specific Deliverables, Responsibilities and Tasks
• Provide direct technical assistance to CARE ASRHR project staff and partners and work in close collaboration with Chief of Party and CARE Canada’s Gender Specialist to lead on the development of the project’s overall Gender Equality and Inclusion Strategy (GESI). This includes supporting and monitoring implementation.
• Ensure consistency and high-quality gender, youth and social inclusion technical work carried out under all platforms related to the ASRHR project.
• Lead on supporting country-level gender analyses for the project, sharing technical assistance on tools, resources and approaches aligned with CARE’s GE framework, to consolidate overall gender analysis for the project.
• Support the development of gender and inclusion planning documents and lead on various components of semi-annual reporting to the donor.
• Develop and deliver GESI training and support, including support to project staff to conduct CARE’s annual Gender Marker review for the project.
• Identify capacity gaps and proactively develop training and workshops and share global best practice resources to support project staff to ensure high quality GESI programming. This may include designing and delivering learning sessions and creating forums to share best practice between the three countries.
• Leas on the development of the project’s GESI strategy in close collaboration with project staff across the three countries.
• Represent CARE and/or accompany project staff and partners in key forums that advance gender, youth and social inclusion across the countries of implementation, and engage with the project’s advocacy partners.
• Support design of GESI components in overall regional MEAL framework including annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops
• Support adherence to PSHEA accountability mechanisms aligned with CARE polices and processes. This includes routine monitoring & reporting on accountability mechanisms across the three countries in coordination with responsible CARE staff.
• Promote evidence-based learning through undertaking assessments, baselines and evaluations including GESI research and documentation to share across the three countries.
• Review GESI monitoring data generated from MEAL systems and used for management purposes in line with appropriate decision making, course adjustments and future designs through reflection and learning forums organized on a regular basis.
• Support the three country teams in documenting and disseminating GESI innovations and research findings.
Qualifications & Experience
• Degree in gender equality, women’s rights, public health, social sciences, international development, or related field.
• Masters Degree in any of the related field would be desirable.
• Experience managing people and teams, with strong coaching and mentoring expertise.
• Minimum 5-7 years of experience in implementing GE related programs in East/South Africa
• Expertise in gender equality, diversity and inclusion training
• Cross-cultural sensitivity and ability to work effectively in different socio-cultural contexts.
• Organized, high level of accuracy, and meticulous attention to detail.
• Ability to synthesize information from multiple sources.
• Comfort with a matrix management approach
