1. Background

The Japan International Cooperation Agency (JICA), the implementing agency of the Japanese Official Development Assistance (ODA), has been actively supporting the Government of the Republic of Zambia. JICA’s volunteer program is one of Japan’s technical cooperation schemes, which dispatches Japanese citizens who wish to work in other countries as volunteers. Zambia is amongst the first countries in Africa to receive Japan Overseas Cooperation Volunteers (JOCV), in the year 1970.
Since the inception of the JOCV programme, One Thousand Six Hundred and Ten (1,610) volunteers have served in various fields such as Education, Healthcare, Agriculture and Veterinary services, Business Administration, Tourism, and Information and Communications Technology (ICT) in Zambia. The volunteers implement and support the plans of the line Ministries or work at other implementation organizations under the Ministries.
JICA Zambia Office is therefore, recruiting for the position of Programme Officer for JOCV programme. The Programme Officer is required to handle JOCV related activities in close consultation with Volunteer Coordinators of JICA Zambia Office.

Scope of work
• To support the management and implementation of the JOCV programmes, including procurement, monitoring, evaluation and follow-up.
• To support JOCVs activities (logistic works and coordination with recipient agency).
• To support project formulation (needs survey).
• To participate in relevant meetings, workshops, and JOCV related conferences held by JICA, the Government of Zambia or other Cooperating Partners (CPs) and NGOs. To compile brief summary reports of meetings with analysis on presentations and discussions, and to share documents distributed at these meetings.
• To collect and analyze related information of JOCV such as law, policies & programmes of the Government, programmes of Cooperating Partners (CPs), status and challenges of the respective sectors.
• To support survey or evaluation teams from Japan and other countries, including necessary arrangements of appointments with the Ministries and Cooperating Partners (CPs), any other logistical issues etc.
• To support public relations activities.
• Any other duties as may be required by JICA Zambia Office.

Expected outcome
• Manage and implement logistic works for JOCV programmes.
• Work plans and reports on the JOCV programme activities conducted.
• Develop good network with stakeholders.
• Compile reports on related information on JOCV programme and Donor coordination (through literature review, interviews etc.) and conduct analysis.

Qualifications
• Bachelor of Art degree in Development Studies or related Faculty/Field.
• Experience in Project Management and Logistic Coordination in similar companies and / or organizations of at least 3 years in the field of Rural Development.
• Experience in volunteer programme of other Cooperating Partners (CPs) would be an added advantage.
• Good computer skills including a solid command of MS word, excel, power point and e-mail / internet.
• Good interpersonal and communication skills and ready to work in a multicultural environment.
