Introduction
ActionAid Rwanda (AAR) is an Associate of ActionAid International (AAI), an anti-poverty agency working with poor in Rwanda since 1997. ActionAid Rwanda’s vision for women’s economic empowerment is of a world in which women have equal access to and control over resources and opportunities, including control over their time and their income. Across all societies this vision is far from realized due to a combination of interlinked social, economic and political factors. ActionAid believes that prevailing gender norms and power relations which justify women’s heavy workload and limited control over productive resources must be challenged if the economic participation of women is to be improved. A balance between paid work and unpaid care work (UCW) would enable women to have the time to participate equally in society and the economy. It is with the above context that ActionAid Rwanda, under FLOW II Project, seeks to recruit three (3) new staff to support the Project implementation for the two remaining years 2019-2020.
Purpose of the recruitment of new staff
• To contribute to the achievement of FLOW II overall goal especially in the monitoring of budget utilization, implementation of activities and documenting and monitoring the impact of a project on a regular basis.

Job purpse
• Assist in overall POWER Project coordination, management and delivery in Rwanda. The Project Officer will be responsible for supporting project partner staff to deliver on the objectives set out by the project. The Project Officer will also ensure the integration of the project with child sponsorship and other programmes as appropriate. Build good relationships with project partners and develop a platform for regular information sharing with all stakeholders at all levels. The Project Officer will work closely with partner project officers and M&E Officer to coordinate programming, reporting and advocacy opportunities both locally and nationally..
Key duties and responsibilities
• Assist in the overall coordination, management, and delivery in Rwanda of the POWER Project ensuring high quality and compliance with donor/Dutch government guidelines and AA standards.
• Support partner staff and women cooperatives to increase income through Agroecology and postharvest practices and access to profitable markets
• Develop project annual work plan and budget in line with the approved proposal and donor requirements and ensure a project is delivered according to the project plan.
• Produce project internal progress reports on a quarterly and annual basis
• Regularly review project partner weekly and monthly plans and expenditure-based implementation progress updates and share with project team
• Ensure full compliance with donor contract requirements
• Build good working relationships with project staff, donors, AAI team, partners, and government representatives and actively ensure dissemination of project information to all stakeholders
• Work closely with Communication person to ensure visibility and information dissemination on Projects’ achievements
• Participate in both local and national meetings to share best practices and advocate for support to women smallholder farmers
• Preparing meeting documents, project progress reports and minutes to the Project Accountability Team (PAT), keeping PAT members up to date with all relevant, important and urgent issues in the project.
• Develop and implement a joint work plan with the Local Rights Programme Managers to ensure programme integration.
Closely work with project partners to ensure that project implementation and reporting processes are accurate and completed as required by the donor.
Qualification
• Minimum of a bachelor’s degree in Rural Development, Development Studies, Project Management, economics or Agriculture with at least 4 years of experience on women economic empowerment, sustainable agriculture/Agroecology and Project Management preferably in NGOs
• Good knowledge of Development NGO functions and management
Skills/Abilities
• Strong networking/relationship-building skills
• Ability to anticipate, coordinate and facilitate activities with colleagues
• Ability to understand and synthesize diverging points of view and resolve conflicts without escalation.
• Excellent skills in written and spoken English, as well as spoken Kinyarwanda
• Ability to work and communicate effectively with a variety of partners (community members, NGOs, government and Donor agencies, etc.)
• Personal Qualities
• Must be strong in creativity and taking the initiative
• Able to work effectively in a diverse team environment
• A self-motivated person able to work without close supervision
• Strong interpersonal skills and adaptability
Experience
• Excellent Public relation, Communication, and Analytical skills along with computer literacy and simple troubleshooting
• Practical experience in donor-funded projects management/implementation
