The Ingobyi Activity is a five-year cooperative agreement to improve the quality of reproductive, maternal, newborn and child health (RMNCH) and malaria services, in a sustainable manner with the goal of reducing neonatal, child and maternal mortality in Rwanda. The Ingobyi Activity will build upon the tremendous gains Rwanda has made in the health sector as well as previous USAID investments in the health sector to provide a healthier, more productive future for all Rwandans.

Ingobyi will improve the availability, quality and utilization of RMNCH and malaria services with resilience and sustainability. The Activity will partner with the Government of Rwanda (GOR) to build on the country’s considerable achievements, guided by national health strategies, goals, objectives and data.

SUMMARY OF ROLE

IntraHealth seeks a Referral System Officer who will support strengthened linkages for RMNCH and malaria services between and across different services and levels of service delivery for USAID Ingobyi Activity. The Referral System Officer will participate in the design, implementation, monitoring and evaluation of appropriate and sustainable approaches related to RMNCH and malaria activities to contribute to achievement of project deliverables.

ESSENTIAL FUNCTIONS:

  • Work with Ingobyi Activity team and MoH to develop referral guidelines, outlining roles of each level of the health system, timeframe for decision to refer, communication procedures between levels of the health system, care during transfer, triage upon arrival at the receiving facility, direct referral from community to hospital (special emergencies) and other considerations.
  • Establish and support a system to analyze and use referral information in order to: identify any issues regarding timing, promptness and completeness of information sent; identify cases of unnecessary transfer as well as those which should have been referred but were not; follow up implementation of recommendations on counter-referral forms; and follow up cases that were referred but no feedback was received to ensure that the clients arrived at the higher level and received care.
  • Support health facilities to improve completion and delivery of counter-referrals from the receiving facility back to the initiating facility to close the referral loop as an opportunity for capacity building of lower levels using feedback from higher levels of the health system.
  • Work with Ingobyi team and MoH to develop a standardized referral system including, but not limited, register and referral forms for all levels.
  • Coordinate activities closely with the Senior RMNCH Specialist, the Senior Malaria Specialist, the Quality and Mentorship Specialist, and the Zonal Coordinators.
  • Plan implementation of activities, in close collaboration with the respective zone-based technical specialists and the RBC counterparts.
  • Monitor the implementation of Ingobyi’s workplan activities related to referral system and ensure that activities are executed according to plan and are integrated across the RMNCH and malaria platform.
  • Work collaboratively with other team members to ensure coordinated project planning, and implementation, and assure resource availability so that the project functions smoothly and efficiently.
  • Participate in the collection of data relating to the performance of the referral system.
  • Work on addressing other gaps in the referral system as needed.

Learning and documentation

  • Contribute/coordinate with the Ingobyi Activity MEL team to ensure that the project meets deliverables relating to referral system in accordance with the MEL framework.
  • Ensure that activities related to referral system are properly documented and that program data are systematically collected, analyzed, submitted and properly archived as well as shared across the project to inform Ingobyi’s technical reports and to feed into Ingobyi’s learning activities.
  • Share experiences related to referral activities to inform the design of Ingobyi’s subsequent workplans.

Requirements

  • A bachelor’s degree in nursing, public health or other clinical disciplines.
  • At least 4 years of professional experience working in RMNCH, community health or malaria programs.
  • Hands-on knowledge and skills in designing, planning, implementing and monitoring of facility and community-based programs for promoting safe motherhood and child survival.
  • Sound understanding of current policy developments related to RMNCH, community health and/or malaria.
  • Good working knowledge of Microsoft office programs including MS Excel, MS Word and MS PowerPoint.
  • Additional training related to project planning and management
  • Strong skills in teamwork and networking.
  • Excellent communication skills (written and oral) in English, French and Kinyarwanda.
  • Solid skills in documentation and report writing.
  • Ability to travel nationally frequently.
