JOB DETAILS:
JSI Research and Training Institute (JSI) seeks an experienced candidate for the role of Regional Mining Technical Advisor for an anticipated DOL-funded project to reduce child labor and forced labor in critical mineral-producing communities in Zambia. JSI and its Bantwana Initiative division is a leader in the development of high-quality, comprehensive service delivery for children and young people in Eastern and Southern Africa, bringing a significant track record of excellence and innovation in improving access to and quality of integrated children and youth care and support, with a particular focus on strengthening coordination and layering of care, protection and support services across the continuum of response, for vulnerable children and their caregivers at community, district, provincial and national levels.

Reporting to the Project Director, The Regional Mining Technical Advisor will provide technical leadership and managerial oversight of the project implementation, including supervision and coordination of project staff and partners and collaboration with government and other organizations and stakeholders, to ensure the project meets its objectives and targets in a timely manner. Salary will be commensurate with experience.

Responsibilities
• Provide technical leadership and direction to the project in alignment with project objectives, technical standards, best practices in the field, and the global evidence base related to child labor in mining.
• Strategize and lead programming efforts to provide technical assistance to government officials and agencies, and other stakeholders, so as to build their capacity to effectively respond to child labor and forced labor cases in the mining sector in Zambia.
• Provide technical supervision and oversee project implementation in target provinces and districts in coordination with other program partners and stakeholders.
• Liaise with government, NGO, community and private sector partners and stakeholders.
• Keep abreast of research and policy developments to inform program strategy.
• Develop high-quality technical reports and deliverables for timely submission to USDOL.
• Spearhead documentation of all project activities and achievements.
• Participate in sound overall management of project implementation, in coordination with technical, monitoring and evaluation, and finance teams, to ensure technical quality and coordination of support services to children engaged in or at risk of child labor or forced labor.
• Ensure project compliance with donor requirements, policies, and regulations.

Qualification and Experience
• Master’s degree in social sciences, or a related field required.
• Expertise in the mining sector, especially artisanal and small-scale mining in Zambia
• At least three years of experience addressing child labor and forced labor in Zambia, including coordination, development, implementation, promotion, and/or monitoring and evaluations of regional and/or national action plans to eliminate child labor.
• At least three years of experience working with regional institutions such as SADC or the African Union.
• Experience working to improve cooperation between national governments and in supporting coordination in the mining sector.
• Demonstrated skills in strategic planning, program management, implementation, and monitoring and evaluation.
• Experience supervising program staff and partner organizations.
• Experience collaborating with government institutions, especially the Ministry of Labor and Social Security, and the Ministry of Mines and Minerals Development.
• Demonstrated strong managerial, analytical, communication, and interpersonal skills.
• Understanding of the Zambian operating environment and familiarity with national strategic plans and policies, especially with regard to labor laws and issues related to child labor in the mining sector.
• Experience implementing USG-funded programs, including excellent knowledge of approaches and regulations.
• Strong writing, oral presentation, and communication skills in English and French required. Fluency in other local languages a plus.
• Zambian nationals are strongly encouraged to apply.
