1. Background

The Ministry of Fisheries and Livestock has received financing from the African Development Bank towards the cost of the Zambia Aquaculture Enterprise Development Project(ZAEDP) and intends to apply part of the proceeds of the loan to payments for the contract for the provision of consultancy services top repare a Project Completion Report of the Zambia Aquaculture Enterprise Development Project.

2. Objective of the assignment

The objective of the assignment is to assess progress made on project objectives and to ascertain the completion rate of project activities; what has been achieved and what remains to be completed and what impact hasbeen made on beneficiaries. The review is important for generating lessons learnt for use in the design of new projects and guidance for policy change.

The review will also assess the impact of the project on beneficiaries and society in terms of technical, financial, economic, social, environmental and institutional aspects. The consultant will work closely with the Ministry of Fisheries and Livestock (MFL), Department of Fisheries, the ZAEDP Project Implementation Unit (PIU) and Implementing Partners and beneficiaries of the Project.

3. Scope of the Assignment

a) Analyze the attainment of the development objectives of the project as set out at appraisal and as reviewed at BIA, per sub component in terms of delivered outcomes, inputs and outputs.

b) Document the completion rate of project components and accordingly certify that they have been completed;

c) Examine the project design, its components, the appropriateness and relevance of project location, its technical characteristics, its size, the institutional framework etc. so as to assess efficiency of project organization and management.

d) Assess the effectiveness, relevance, project benefits and challenges. This includes a review of the appropriateness of project objectives and strategy, activities, budget and inputs, organization/ institutional set-up and implementation plans;

e) Analyze which factors and constraints have influenced project implementation, including technical, managerial, organizational, institutional, and socio-economic policy issues, in addition to other external factors unforeseen during design:

f) Assess project sustainability: 1) analyze the aspects of maintenance capacity in terms of spare parts availability and technical expertise; 2) analyze the institutional strengthening achievements of the project from the point of view of sustainability of the outputs:

g) Isolate the outcomes of the project as relating to cross cutting issues (such as HIV/AIDS, Gender, COVID-19, etc.) and unplanned/unintended issues; and

h) Identify operational lessons learned, to serve as inputs for future project design and implementation.

Spell out recommendations for follow-up actions to improve the sustainability of benefits of the project itself and for strengthening the implementation of other projects.

i) Assess the impact of the project on beneficiaries and society in terms of technical, financial, economic, social, environmental and institutional aspects. Undertake a cost-benefit analysis in terms of financial and economic analysis

The duration of the assignment is expected to be a maximum of three (03) months

5. Required Qualifications, Experience and Technical Competencies

The candidate shall have the following minimum qualifications, experience and technical competencies which will constitute the selection criteria:

Qualifications (20 points):

A Minimum of a Master's Degree in project management, economic development, agriculture economics, statistics, fisheries and aquaculture or another degree relevant to Monitoring and Evaluation

Experience (60 points)

At least ten (10) years of experience in project M&E, preferably under Africa Development Bank, World Bank or Government Development partners-funded projects.

Proven experience in undertaking PCR

Experience in the aquaculture sector will be an added advantage

Understanding of agriculture financing will be an added advantage

Proven experience with the M&E methods and approaches (including quantitative, qualitative and participatory), with particular focus on climate change adaptation, gender and social inclusion, livelihoods, climate resilient infrastructure, natural resource management, disaster risk management, and local governance;

  • Understanding of climate hazards, population and asset exposure, and vulnerability (biophysical, social and economic) and applications of risk assessment

Extensive practical experience in community-based data collection and in working in remote communities (preferably in Africa).

Technical Competencies (20 points)

  • Demonstrated competence in developing tools and guides and applying participatory approaches in generating and analyzing data for program evaluation;
  • Excellent written, oral and analytical communication skills
