EIZ/EO/IRC/001/23:

1. INTRODUCTION

The Engineering Institution of Zambia (EIZ) is a statutory membership organisation established under EIZ Act No.17 of 2010. Its principal activities include the regulation and promotion of the engineering profession in Zambia through the registration of engineering professionals, students, firms and to contribute to the material development of society by improving the level of engineering education, training and practice in the country; and to advise the Government on matters relating to the engineering profession.

2. BACKGROUND

The Engineering Institution of Zambia published a report on the status of inventory of public infrastructure in Zambia in 2014. The purpose of the report was premised on the fact that Every country needed public infrastructure to deliver services to its citizens. Public infrastructure encompassed a wide range of service delivery mechanisms that was necessary to support economic activity and an acceptable quality of life. This included the electricity infrastructure that powers homes and industries, to the water supply and sanitation system upon which the health and social well-being of citizens depends. Robust, efficient and reliable public infrastructure was an imperative for development.

For the report card to remain relevant, EIZ decided that it would have to be updated and published every two years.

3. INVITATION FOR EXPRESSION OF INTEREST

In view of the above, EIZ has set aside funds for the procurement of the aforementioned services. The institution now invites sealed expressions of interest from eligible experts to update the 2014 report based on the following four criteria and thematic areas:

3.1 Criteria

a. condition;

b. capacity;

c. operations; and,

d. security;

3.2 Thematic areas: a. Roads

b. Bridges

c. Water Supply, Sanitation and Solid Waste

d. Urban Water Supply

e.Urban Sanitation

f. Solid Waste Management

g. Rural Water Supply

h. Electricity

i. Information and Communication Technology

J. Airports

k. Rail infrastructure

3.3 The Expression of interest should detail the following:

a. Duration to complete the assignment

b. Cost based on methodology

c. Area of expertise

Note: The 2014 Report will be made available to interested experts for their reference.

4. QUALIFICATION FOR THE SHORT LIST

Only experts with the following minimum requirements are eligible to participate:

4.1 The expert should have not less than 10 years relevant experience

4.2 Written references from clients as proof of having undertaken similar assignments before. 4.3 The vendor should demonstrate experience, technical and managerial capacities

Only shortlisted experts will be invited to submit detailed technical and financial proposals.

Expressions of Interest (EOI), clearly marked "EIZ/EO/IRC/001/23: REQUEST FOR EXPRESSIONS OF INTEREST FOR UPDATING THE EIZ REPORT CARD II FOR ZAMBIA'S PUBLIC INFRASTRUCTURE" should be deposited in the Tender Box provided on the first floor at EIZ Head Office, Engineering House, Stand No. 2374, Kelvin Siwale Road, Showgrounds, P. O. Box 51084, Lusaka.

The CLOSING DATE for receipt of submissions is Friday 21 July, 2023 at 15:30hrs local time. Electronic (e-mailed) and late submissions will not be accepted.
