The Government of the Republic of Zambia, through the Ministry of Water Development, Sanitation and Environmental Protection (MWDSEP) is implementing the Transforming Rural Livelihoods in Western Zambia Project in sixteen districts of Western Province. The Project forms part of the National Rural Water Supply and Sanitation Programme Phase II (NRWSSPI)" The overall objective of the Transforming Rural Livelihoods in Western Zambia -NRWSSP Phase 11 is to provide sustainable and equitable access to safe water and proper sanitation to meet basic needs for improved health and poverty alleviation for Zambia's rural population and contribute to achievement of the SDG for water and sanitation
The TRLWZ now socks services from a competent consultant to conduct an audit on the environmental and social safeguards to assess the effectiveness of implementing the ESMP and the RPF over the five years of programme implementation
The Ministry of Water Development. Sanitation and Environmental Protection now invites eligible and competent consultant to indicate their interest in providing the following services:
• Review the Bank's environmental and social policies' requirements, including climate change and gender
• Review available reports and documentation on the project including the project appraisal report, the Loan agreements, the project periodic implementation reports, any relevant documentation and records available and necessary for the assessment of the project E&S performance
• Review the applicable national legislations, regulations, norms, standards and procedures.
• including national legal Authorization, Permits and Certificates required prior to project actions
• Review performance of the ESMP Management Plan on the biophysical environment and social actions:
• Organize opening meetings with the auditee’s management, and where applicable, representatives of the project's Implementing Agency. Contractors, etc.;
• Evaluate the actual capacity for managing and monitoring implementation of agreed mitigation measures and related E&S documents applicable to the project:
• Conduct interviews with management and line staff of the Client Consultants, Contractors personnel dealing with the implementation of ESMP to collaborate factual information and probe areas of concern;
• Conduct site inspections at locations where construction activities are underway and at contractor facilities to assess whether environmental and social measures and controls are operating as described and intended
• Review implementation status of recommendations/mitigation measures regarding design aspects of the civil works against safety, adequate location, arrangements for proper ventilation, lighting etc.
• Assess major environmental and social non-compliances and propose corrective actions
• Identify constraints if any in ensuring compliance to the measures outlined in the EMSP:
• Prepare a comprehensive audit report, based on review of documents, site observations, compliance with statutory and Bank requirements, and interviews
The Ministry of Water Development, Sanitation and Environmental Protection (MWDSEP) now invites eligible and competent consultant to indicate their interest in providing the above services, Interested consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the services
• Master's degree in Environmental Management Science/Engineering in Water Supply and
• Sanitation or Natural Resources Management
• A minimum of 8 years’ professional experience in the environmental and social planning and monitoring
• Understanding of the Water and Sanitation, and Climate change:
• Experience conducting field research (Social and/or Technical)
• Knowledge of Multi-lateral Development Banks' safeguards policies is required
• Experience working in Southern African region particularly in Zambia in a similar undertaking will be an added advantage
• Proven work experience in donor funded projects and government institutions will be an added advantage
• Knowledge of national, regional and international legislations including on international conventions
• Good command of computer skills (MS Word, Excel, Power point, Internet)
• Good proficiency of English both in written and spoken
Eligibility criteria, establishment of the short-list and selection procedure shall be in accordance with the African Development Bank's: "Procurement Policy for Bank Group Funded Operations" dated October 2015 which is available on the Bank's website at http://www.afdb.org.
Interested consultants must obtain Term of Reference (TOR) and any further information at the address given below during office hours between 08.00 hours to 12:00 hours and 14:00 hours to 17:00 hour's local time from Monday to Friday, except on Public Holidays
Submission Procedure
Expressions of Interest that includes CVs must be delivered to the address below by 23rd June, 2021 at 10:30 hours local time. Scaled Expressions of Interest may also be deposited in the Tender Box located on the third floor of the Ministry of Water Development, Sanitation and Environmental Protection, Mukuba Pension House, Dedan Kimathi Road, Lusaka, on or before 23 June, 2021 at 10:30 hours local time clearly marked: "Expression of Interest to Conduct an Environmental and Social Safeguards Audit for the Programme for Transforming Rural Livelihoods in Western Zambia Project
