Activity SoCha, the implementer of the USAID/Zambia Monitoring, Evaluation, and Learning Platform (Z-MELP), invites offerors to submit proposals for videography. 1.2
Background
The Z-MELP project is working with USAID/Zambia’s Office of Economic Development and Environment (EDEV) to hold a learning event on November 9 – 10, 2021. The EDEV office requires a series of short videos to be recorded both before and after the event.
The successful offeror to this RFQ will enter into a contractual agreement with SoCha to provide the services contained herein.
Statement of Work
The Statement of Work is contained in Section 2 below.
Response Instructions
Offerors shall submit the following items on company letterhead to make a quote.
A brief cover letter (1-page maximum) that bears the signature of an authorized member of the firm who can negotiate the quote, if necessary. The cover letter will:
Confirm that the quote is valid for 90 calendar days from the due date of the response.
Acknowledge the solicitation and any amendments received; and
State any conditions or stipulations that the offeror wants to specify regarding the quote.
A written explanation of the technical approach (2-page maximum) that the offeror will use to deliver the Statement of Work detailed below that outline:
The list of equipment used for filming the video and capturing audio (including lighting);
The software or tools that will be used for editing and producing the video;
The name of the proposed videographer and staff for this activity;
A brief description of similar past performance making videos similar to the scope of work in Section 2 below; and Links to examples of up to 5 videos
Three past performance references at clients that SoCha can talk to their about their experience with your firm (note that past work with donor-funded international development programs in Zambia is strongly preferred).
A cost narrative (no page limit) that includes:
A proposed firm-fixed-price cost that shows the build-up for the proposed cost broken into two prices:
COST 1: The total fixed price to film and produce the 5 videos (4 x 5 minutes plus 1 x 10 minutes).
COST 2: The total fixed price to film 30 minutes of B-Roll. SoCha may not require new B-Roll and will treat COST2 as an option it can purchase if required.
Company registration and tax clearance documentation.
Selection Criteria
The scoring criteria that SoCha will use to select the offer presenting best value is shown below:
• Quality of technical approach (40 points);
• Past performance references from prior clients (30 points);
• Cost (30 points).
Issuance of Award
SoCha will evaluate all quotes received before the deadline shown in the Synopsis of the RFQ table above and make an award to the responsible offeror that offers the best value. SoCha reserves the right to make an award without negotiation.

Technical Requirements
Background
USAID/Zambia’s Office of Economic Development and Environment (EDEV) will host a two-day hybrid Learning Event on Tuesday, November 9, and Wednesday, November 10, 2021. The working title of the event is the “Annual EDEV Learning Event: Pivoting to Market-Based Poverty Reduction.” Live cast, online-only opening and closing sessions will broadcast from Z-MELP’s office and in-person working sessions with 20-participant limits will occur at the Radisson Blu in Lusaka (19029 Great East Road, Lusaka, 10101). Should COVID-19 prevent the in-person elements of the event, working sessions will move online on Google Meet.
The session has several goals:
Share EDEV’s vision, socialize the learning agenda beyond implementing partners, and promote sequencing, layering, and integration;
Convene a broad coalition of stakeholders in working sessions to advance discussions around the learning agenda and identify actionable steps; and
Help new activities through the learning curve through relationship building and coordination.
Participants from USAID/Zambia, implementing partners, the Government of the Republic of Zambia (GRZ), the private sector, academic institutions, and think tanks will attend.
The event will:
• Use a series of live cast, online-only sessions and 20-participant (or online) working sessions to advance EDEV’s learning agenda;
• Allow new implementing partners to learn from existing activities to reduce their learning curve; and
• Engage select private sector players and academic organizations.
Purpose
This RFQ for videography services seeks assistance from a firm that can capture and produce multiple videos before and after the EDEV event:
• Four five-minute-long videos (part of COST1 above) of four separate EDEV partners delivering “TED talk-style” presentations. These short videos will be filmed either at the Z-MELP office in Lusaka or on-location at the implementing partners’ offices.
• One ten-minute long video (part of COST1 above) that captures the most salient points presented by EDEV’s leaders. This video will be filmed by interviewing multiple EDEV members either at the Z-MELP office or on-location at the USAID/Zambia Mission.
• In addition, Z-MELP may also need thirty minutes of B-roll (see COST2 above) that can be interspersed across the other videos to make them visually interesting. This would be captured in Lusaka in locations like the Z-MELP office, the USAID/Zambia Mission, and at project sites.
Both USAID and Z-MELP will have exclusive rights to the five- and ten-minute videos and all of the B-roll.
Audience
The audience for the videos will be USAID and its implementing partners that deliver economic growth and environmental projects (primary); think tanks, private sector firms, NGOs, and other local organizations (secondary); and the Government of the Republic of Zambia (tertiary).
Objectives
The objective of the five-minute TED-talk-style videos is to offer key audiences insight into the lessons that the presenters have learned while delivering their USAID-funded projects.
The objective of the ten-minute video is to give the EDEV office’s leadership the ability to share their strategic priorities around its learning agenda; the importance of sequencing, layering, and integrating EDEV’s work; and other important messages shared directly with the office’s stakeholders that EDEV leaders seek to communicate.
Schedule
The five-minute videos must be completed by 5 November 2021 in advance of the event.
The ten-minute video will be filmed after the event and must be completed by 30 November 2021.
Place of Performance / Geographical Focus
Lusaka, Zambia at Z-MELP, the USAID/Zambia Mission, and project sites.
Key Requirements
• The videos must be branded in accordance with the USAID Graphic Standards Manual in Section 2.7 Video with the appropriate video bumper.
• Videos will go through multiple approvals (Z-MELP, USAID, and potentially implementing partners), so the videographer should be prepared to make two rounds of modifications to the videos.
• The videos must contain optional sub-titles for hearing-impaired listeners.
• The videos must be delivered to Z-MELP electronically in a size that is appropriate for posting on websites and that can be streamed easily.
• Z-MELP may require high and low-resolution versions, with the low-res versions small enough so they can be streamed to low bandwidth browsers.
Key Qualifications
The successful offeror must have:
• Demonstrated experience filming and producing high-quality videos;
• A lead videographer with a strong reputation; and
• Ability to comply with USAID branding guidelines.
Deliverable Schedule
The following table shows the anticipated deliverables per survey round (or per term). The Payment % is how much the successful offeror may invoice (as a fraction of the total purchase order value) once the deliverable gets approved.

Quality Assurance and Deliverable Approval
SoCha’s Chief of Party or a designee will review and approve deliverables. The successful offeror can invoice for approved deliverables upon acceptance.
