Request for Quotations for the Preparation of Bill of Quantities Proposed Renovation Works to Independence Flats, Lusaka at Kwacha Pension Trust Fund
1) Background
Kwacha Pension Trust Fund (KPTF) is a single employer pension fund and is regulated by the Pensions and Insurance Authority (PIA).
KPTF owns and manages Stand No.5403-4 (Independence Flats) located on Nasser Road, Lusaka. Independence Flats is developed with 29 Flats and the Fund is desirous of renovating the Flats.

2) Scope of Services
Kwacha Pension Trust Fund wishes to engage a qualified and registered Quantity Surveyor to quantify the subject works.
3) Terms of Reference
The Quantity Surveyor will be expected to provide the following services:
a) Carryout thorough inspection of the Flats to come up with a Bill of Quantities for thorough repairs/ renovations to the plumbing, electrical, brickwork, carpentry including kitchen units, concrete roof waterproofing, overhauling the water reticulation system, etc;
b) Produce both priced and unpriced Bill of Quantities and
c) To submit three (3) copies of the Bill of Quantities in both soft and hard copy formats.
4) EVALUATION CRITERIA
The Fund now invites eligible Consultants/ Firms to indicate their interest in preparing the Bill of Quantities for the renovations to Independence Flats.
Interested Consultants/ Firms must provide the Expression of Interest indicating that they are qualified to perform the services.
Other documentation/ information to be provided will include:
4.1 Preliminary Evaluation
a) Certificate of Incorporation of the Firm;
b) PACRA Form II;
c) Valid Tax Clearance Certificate for 2022;
d) Written Power of Attorney and signature specimen of the authorised
Person;
e) Company profile describing the core business and requisite experience of the Firm/Consultant;
f) Copies of IDs of Shareholders/Directors/Partners;
g) Copy of Site visit certificate and
h) Bid validity period of at least 90 days from the date of quotation.
4.2 Technical Evaluation
a) Firm Experience
i) Proof of relevant experience to undertake the assignment i.e. Five (5) years or more;
ii) Provide details of recent assignments undertaken in the last three years, with proof in form of copies of purchase orders and details of key contact persons;
iii) Three Recent reference letters from at least three reputable institutions that the Firm/ Consultant has rendered similar services to and;
iv) Technical Proposals: the technical proposal should clearly explain the understanding of the ToRs and clear explanation of the methodology (including qualitative and quantitative methods) that the consultant is proposing to use and a comprehensive roadmap for undertaking the assignment;
v) A draft work plan detailing the duration required to undertake the assignment;
vi) Valid Practicing Certificate from the Quantity Surveyors Registration Board (QSRB).
b) Team Composition – Provide copies of qualifications and membership certificates and CV’s for all personnel to be involved in the subject project.
i) Team Leader – Holder of a BSc Quantity Surveying and/or equivalent with a minimum of five (5) years as a registered quantity surveyor with the Quantity Surveyors Registration Board (QSRB).
4.3. Commercial Evaluation
The quotations should clearly indicate the following:
a) The bid price shall be quoted in Zambian Kwacha (ZMW);
b) The Fee must be VAT inclusive;
c) Confirmation of KPFT payment terms of thirty (30) days after receipt of invoice and
d) The prices quoted should be firm and not subject to revision.
Submission Procedure
Bids in sealed envelopes clearly marked “Bill Of Quantities – Renovation of Independence Flats” should be delivered at the Kwacha Pension Trust Fund Head Office situated at the address indicated below.
