Overview

DevTech is seeking a Research Associate in Education and Gender for the CATALYZE EduFinance opportunity. The aim of the CATALYZE EduFinance mechanism is to improve the educational and learning outcomes in disadvantaged children and youth by mobilizing private capital for the non-state education sector. Under this mechanism, USAID is funding public-private sector partnerships (PPPs) and private sector activities in several countries (hereafter called “EduFinance activities”). Independent evaluations will be conducted of these EduFinance activities to determine if the goals and intermediate results have been met. Findings of the evaluations will be used to strengthen implementation and support adaptive management and learning of EduFinance activities and inform future activity design. In addition, the evaluations will be shared with key stakeholders, such as Congress and the EduFinance Community of Practice, to expand the body of evidence about Private Sector Engagement (PSE) initiatives strengthening development outcomes.
The activities to be performed under this contract will take place in the following countries: Democratic Republic of Congo, Kenya, Rwanda, Tanzania, South Africa, and Zambia.
Objective:
Independent evaluations of the EduFinance activities will be conducted to determine if the goals and intermediate results have been met.

Responsibilities
The Research Associate in Education and Gender is responsible for supporting the design of baseline and endline assessments, conducting performance evaluations and providing analytical inputs and supporting the Lead Evaluator to prepare and finalize the evaluation reports. The RA: Education and Gender will ensure that ASER methodology is used in the different assessments. The RA: Education and Gender shall have quantitative and qualitative research experience evaluating international development projects with subject matter expertise.

Qualifications
• Master’s degree or higher in Development, Evaluations and Management, or related fields
• At least 5 years’ experience in the education sector, with local governments and international organizations
• 5 years’ experience working in gender related topics
• Demonstrated experience conducting gender and education evaluations and assessments using mixed methods approaches
• Experience leading and/or conducting education assessments using the Annual Status of Education Report (ASER) tool is a must.
• Knowledge of the local context and experience working in the education sector in Sub-Saharan Africa
• Ability to produce a high-quality evaluation reports that include data visualizations
• Strong report writing and documentation skills
• Knowledge of evaluating public-private sector partnerships (PPPs) and private sector financing activities.
• Excellent interpersonal skills; and fluency in written and spoken English.

Preferred Qualifications:
• Experience conducting the Early Grade Reading Assessment (EGRA)
• Experience working in Africa preferably in Democratic Republic of Congo, Kenya, Rwanda, Tanzania, South Africa, and Zambia.
