Job Overview
The Strategic Information Manager (SIM) will be the lead technical expert responsible for providing strategic leadership and oversight on all strategic information functions of the project, including project design, monitoring, evaluation, learning, analytics, and reporting of performance and results. The SIM will lead the project efforts to strengthen monitoring and evaluation, research, and performance reporting for the operational districts, which may include overseeing support to community organizations to monitor, document and analyze the performance of their HIV/OVC services and activities and ensure data quality. S/he will liaise with relevant technical staff and counterparts (including sub-partners) responsible for district and provincial level strategic information and monitoring and evaluation and support coordination with national management information system.
Key Duties
1- Provide leadership and oversight in the development of the overall MEL strategy, MEL Plan and framework as a means of ensuring program quality.
2- Provide technical assistance to project staff and sub-partners in performance monitoring, program evaluation, dissemination, and utilization of information for the project.
3- Support all project sites in developing quality control systems and mechanisms to ensure proper management of information and data.
4- Ensure timely preparation and submission of project progress reports (monthly, quarterly, semi- and annual, and ad hoc reports) for sharing with stakeholders.
5- Build capacity of project staff, sub-partners, health facility, and case workers in Monitoring, Evaluation and Learning by developing and implementing capacity building initiatives to increase/enhance competency.
6- Provide technical support to project staff, sub-partners, and health-facility staff in VCA data management through coaching and mentorship in data use.
7- Build a robust culture of data demand and information use, including data management as an integral component of project implementation, project learning and reflection, across all project cycles.
8- Support the development of technical briefing papers and other publications for innovations to draw lessons learned for sharing with relevant stakeholders.
9- Support periodic assessments of organizational capacity.
10- Conduct data quality assessment and improvement in all project sites, ensuring that project data is of high quality and meets donors’ expectations.
11- Lead evaluations and special studies for demonstrating program impact, efficiency, and sustainability.
12- Collaborate other ECAP MEL staff, and sub-partners MEL staff and participate in regular Interagency MEL TWG meetings.
13- Support the development and management of project databases for input of monitoring data and carryout periodic data audits to ensure a reliable data collection and management system.
Qualifications and Experience
• Degree in public health, demography, epidemiology, health economics, monitoring and evaluation, biostatistics, statistics, analytics, or a related field with minimum of 5 years in relevant field.
• A master’s degree in public health, demography, epidemiology, health economics, monitoring and evaluation, biostatistics, statistics, analytics, or a related field is an added advantage.
Technical and Interpersonal Skills
• Progressive experience in project design and development, implementation, monitoring, evaluation and reporting, research, data quality, and managing complex data for performance-based programs (preferably funded by PEPFAR).
• Demonstrated ability to be the senior technical specialist and as a senior subject matter expert in data analytics.
• Demonstrated ability to perform robust data extraction from external and internal information systems.
• Demonstrated ability to perform complex data quality analyses and make recommendations based on findings.
• Must have excellent communications, interpersonal, decision-making, and management skills.
Computer literate in statistical packages including Microsoft applications (Word, Excel, Power point), STATA, SPSS, EPI Info, and CS Pro.
