1. This invitation for Bids follows the General Procurement Notice
(GPN) published on line in UN Development Business Ref # AfDB 350 - 04/17 posted 10 April 2017 and on the African Development Bank Group's website

2. The Government of the Republic of Zambia has received funding from the African Development Bank (AfDB), the African Development Fund (ADF), Middle Income Countries Technical Assistance Fund (MICTAF) and Africa Growth Together Fund(AGTF) to finance part of the Integrated Small Towns Water Supply and Sanitation Program in Western, Luapula, Muchinga and Northern Provinces and intends to use some of these funds for the construction of Head office for Chambeshi Water and Sewerage Company in Kasama in Northern Province

3. The Ministry of Water Development, Sanitation and Environmental Protection now invites sealed bids from cligible bidders for the construction of Head Office for Chambeshi Water and Sewerage Company in Kasama Northern Province whose summarized scope is as follows:

Design and Construction of a single storey building with functional spaces adding up to 1,100m² of the floor area. The Head Office building will be built on the plot with the size of 10,000m²

4. Bidding will be conducted through Open National Bidding procedures specified in the Zambia Public Procurement Act No.8 of 2020 and provisions of the Zambia Public Procurement Authority standard bidding documents for Open National Bidding, modified to conform to the African Development Bank's rules and procedures as stipulated under the Loan Agreement

5. A complete set of Bidding Documents in English can be obtained upon payment of a non-refundable fee of ZMW 1,000.00 or its equivalent in any freely convertible currency at the prevailing Bank of Zambia exchange rate in cash or Bank certified cheque at the address given below during office hours between 08.00 hours to 13.00 hours and 14.00 hours to 17 hours Local Time

Submission Procedure

6. Sealed Bids clearly marked "Construction of Head Office for Chambeshi Water and Sewerage Company in Kasama Northern Province - Integrated Small Towns Water Supply and Sanitation Program” should be deposited in the Tender Box at the Ministry of Water Development, Sanitation and Environmental Protection, 3 Floor, Mukuba Pensions House, Dedan Kimathi Avenue, Lusaka Zambia on or before 10.30 hrs. Local time 23 July 2021. Bids will be opened in the presence of bidders’ representatives who choose to attend on 23rd July, 2021 10.30 hours

7. Bids must be accompanied by Bid Security (Unconditional Bank Guarantee) of USD 20,000 or its equivalent in any freely convertible currency at the prevailing Bank of Zambia exchange rate issued by the Bank with a validity period of 28 days after bid validity. The bid validity period is 90 days from bid submission date.
