CONSULTANCY SERVICES TO CONDUCT A COMPREHENSIVE PARTICIPATORY ASSESSMENT OF ENVIRONMENTAL AND SOCIAL SAFEGUARDS (ESS),
SILOWANA COMPLEX IN SEHSEKE & SIOMA DISTRICTS.
1.0 Background
WWF is an International Non-Governmental Organization with a mission to stop the degradation of the planet’s natural environment and to build a future in which humans live in harmony with nature. WWF-Zambia Country Office (WWF-ZCO) is seeking to hire a consultant or a firm to conduct an assessment of Environmental social safeguards (ESS) in the Silowana Complex that is part of a larger Kavango-Zambezi Transfrontier Conservation Area (KAZA) Located in South-West Zambia traversing parts of Sesheke, Senanga and Shangombo Districts.
At the heart of the Silowana Complex (990,000 ha) is the Sioma Ngwezi National Park (530,000 ha), surrounded by a Game Management Area and national forest reserves where state-issued timber concessions are active. The area is inhabited by around 15,000 people of whom 3,000 are within the national park itself.
Sioma Ngwezi National Park is endowed with many different tree species and grasslands. The flora is generally categorized into five main types namely Baikiea forest, Grassland, Mopane, Munga and Terminalia forests. Forest cover in the Silowana Complex is estimated at 30-35%. The complex also includes grassy flats and flood plains. All land is understood to be at least potentially usable land, including the timber concessions in the governmental forest reserves. The traditional Chief can thus allocate land to e.g. a small communal farmer without a contract or land title to be used. As a result, it actually becomes the farmer’s property as long as the farmer adheres to the community’s rules. Land is mainly used for dry-land agriculture (maize, sorghum, millet, cassava, ground nuts, and beans). The Zambezi River and the lagoons are used for artisanal fishing.
2.0 Objective
This consultancy will focus on the assessment of environmental and social risks for the successful implementation of the Forest Landscapes Restoration (FLR) Project in the Silowana Complex for selected communities under the Sesheke West and Mufulani Community Resource Board (CRBs) covering Sesheke and Sioma districts, Western province. The specific objectives are to:
• Conduct comprehensive participatory assessment of environmental and social safeguards
• Recommend measures to protect the social, economic, environmental and cultural rights of people in the target area.
• Develop an environmental and social safeguards report .
3.0 Scope of work
The following are the main components of this consultancy’s scope of work:

2. Recommend measures to protect the social, economic, environmental and cultural rights of people in the target area.
3. Develop an environmental and social safeguards report
3.1 Detailed Scope
Conduct comprehensive participatory assessment of environmental and social safeguards
1. Using approved comprehensive participatory approaches the consultant will be required to conduct community engagement across the whole entire target area.
2. Assess the social, economic, environmental and cultural risks using the Cancun Safeguards.
3. Conduct a risk analysis based on the results of the field assessment for inclusion on the assessment report.
4. Compile a comprehensive risk assessment report with the results outlined therein.
Recommend measures to protect the social, economic, environmental and cultural rights of people in the target area.
1. Recommend sustainable realistic environmental and social safeguard measures within the context of the local communities for implementation in the FLR project
Develop an environmental and social safeguards report
1. Produce a comprehensive participatory assessment of environmental and social safeguards report;
2. Present the draft report to the client;
3. Conduct a validation meeting with key stakeholders to present the draft comprehensive participatory assessment of environmental and social safeguards report;
4. Incorporate comments from the validation into the draft report;
5. Produce the final comprehensive participatory assessment of environmental and social safeguards report.
4.0 Duration of Assignment
The assignment will be implemented and delivered within a period of 15 man days spread over 1 month without any extension.
4.1 Expected Outputs and Deliverables
Prepare and present an Inception Report that addresses all tasks outlined to the FLR Technical Working Group. The consultancy should deliver the following:
• Inception report should include, but not limited to, a detailed methodology and work plan for the consultancy, with clear delivery timelines and the required resources.
• Report of the consultations interviews, surveys, working session as part of a multi-stakeholder consultative process to key informants (communities, sub chiefs , local authorities) and other stakeholder groups (civil society, academia, private sector) involved in the project and safeguards to ensure inclusion of broad views and interests of the communities in project participation and ownership
• Report on the comprehensive Environmental and social risk assessment (safeguards)
• The Consultants shall perform all the described tasks in a timely manner.

5.0 Reporting
The client for the assignment is the Wild Wide Fund for Nature (WWF) Zambia Country office (ZCO). The consultant/s will be accountable and report to the Fundraising and Compliance Manager through the FLR Project Coordinator on all matters relating to the assignment. However, all deliverables of this consultancy will be subjected to review and approval by the FLR Technical Working Group (TWG).

6.0 Minimum required qualifications and competencies for the consultancy
The specific tasks outlined under the scope of work will be performed by a Consultant. The Consultant will identify and work with a team of experts and will be under the overall guidance and supervision of the FLR Project Coordinator. He/She shall be responsible for coordinating the overall consultancy and communicating with the client.
• At least MSc. level academic qualifications in relevant fields of Environmental sciences, Climate Change, Forestry, Natural resources management, Social sciences or related fields. PhD in the same fields is an added advantage.
• A minimum of 5 years working experience in the area relevant to Environmental Social Safeguards (ESS)
• A national consultant with proven and extensive local level working experience preferably in Western province in designing and developing safeguards or related environmental social impact assessment (ESIA).
• Experience of undertaking similar assignments in the Country or local area working with Government stakeholders, local communities and development partners such as WWF, FAO, UNDP, UNEP, WORLD BANK, etc on environmental policies and human rights protection.
• Understanding of Zambian legal framework, policies and regulations in the use of natural resources as they relate to the Cancun safeguards
• Excellent communication skills with ability to express ideas clearly, concisely and effectively, both orally and in writing.
• Professional knowledge in environmental and social safeguards frameworks is an asset
