Job Description

Democracy International (DI) is seeking a Zambia Local Lead to serve as an expert contributor to a Political Economy Analysis (PEA) in Zambia contracted by the Millennium Challenge Corporation (MCC). The purpose of the project is to provide applied PEA that will inform the MCC’s country compact development for countries in Sub-Saharan Africa, Latin America, and Asia-Pacific. This will include providing actionable guidance to MCC, a US Government foreign aid agency whose mission is to provide assistance that will support economic growth and poverty reduction in countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their people. The applied PEAs, conducted by teams of international and local experts, will be integrated throughout MCC programs and will draw on tools of academic political economy to critically analyze informal institutions, interest alignments, power arrangements, conflict, and other elements that make up the realities of political and economic life.
This will be a part-time position based in Lusaka, Zambia. This position will be contingent on contract award and funding. This position is open to residents of Zambia or the Sub-Saharan African region. Zambian National preferred. The estimated level of effort is 500 hours (62.5 days) a year for three years. The project is estimated to begin in June 2022.
The Zambia Local Lead must have at least a Bachelor’s degree or equivalent (Master’s or Ph.D. preferred), and substantial experience as a research assistant or independent researcher. Experience working with MCC sectors (e.g. power, land, agriculture, transport, skills/education, finance/access to credit, information and communication technology) preferred.

Essential Job Duties:
• Collaborate with PEA Lead and team to research and write PEA reports, responding to MCC’s questions and criteria, with a focus on analysis-based, actionable, and operational recommendations to inform strategic decision-making and programmatic decisions;
• Contribute to designing and conducting desk review, potentially including compiling and analyzing relevant datasets and document review;
• Assist in the development of a mixed-methods assessment methodology, including defining research questions, developing sampling frameworks and KII lists, and creating survey instruments;
• Lead the identification of key stakeholders and scheduling of interviews; lead identification of and coordination with research subcontractors as needed;
• Assist with the development and refinement of the fieldwork plan;
• Implement assessment in collaboration with PEA Lead, including potential field visits to conduct KII and oversee survey implementation at country sites if COVID-19 allows;
• Conduct interviews with key informants, experts, and other stakeholders in field locations in collaboration with other members of the team;
• Participate in all sessions of the synthesis meetings at the conclusion of fieldwork to share notes and collaboratively review data collected to contribute to reports and final assessment;
• Contribute to regular reports and ongoing activity monitoring consistent with the requirements of DI’s contract with MCC and with internal reporting requirements;
• Collaborate with PEA team to integrate a political economy perspective into MCC due diligence workstreams;
• Contribute to dissemination of results through presentations, workshops, a post-evaluation action plan, or other mediums.

Qualifications:
• Must be a resident of Zambia or of another country in the region; Zambian National preferred;
• Bachelor’s degree or equivalent in a field relevant to Political Economy (e.g. Political Science, Economics, Sociology, Anthropology, Development Studies), Master’s or Ph.D. preferred;
• Three years of substantial experience delivering social, political, and economic research and analysis at the national, regional/local, sector, or problem-level in Zambia;
• Detailed knowledge of Zambia’s political, private sector, academic, and civil society landscape, including key stakeholders and actors;
• Strong interpersonal skills to effectively coordinate with a wide range of stakeholders;
• Demonstrated experience in conducting interviews to gather meaningful information;
• Demonstrated experience in a variety of rigorous qualitative and quantitative data analytical methods; familiarity with Political Economy Assessments preferred;
• Experience in MCC sectors (e.g. power, agriculture, transport, access to credit, and ICT) preferred;
• Professional fluency in English (both spoken and written) required; knowledge of one or more local languages preferred.
