JOB DETAILS:
The Rural Electrification Authority is a statutory body established pursuant to the enactment of the Rural Electrification Act No. 20 of the Laws of Zambia of 2003. One of the main functions of the Authority is to facilitate availability and access to electricity by all Zambians living in the rural areas by extending the national grid and/or through the installation of isolated grids using renewable energy sources such as mini-hydro’s, solar, wind and others.
In order to effectively manage its functions, the Authority wishes to recruit a suitably qualified, self-motivated and experienced person for the position of
CHIEF EXECUTIVE OFFICER
PURPOSE OF THE JOB: To provide overall management and leadership to the Authority in order to implement the various provisions of the Rural Electrification Act No. 20 of 2003 as well as implement various Board resolutions
Qualifications
• Full Grade Twelve Certificate/GCE
• Bachelor's degree in any related field with a minimum of ten (10) years' experience at senior management level of which five( 05) should be in the energy sector.
• Master's Degree in Engineering, Business Administration (MBA) or any other equivalent field.
• Full Member of the Engineering Institute of Zambia (EIZ) or any other recognized professional body in Zambia.
KEY RESPONSIBILITIES
Accountabilities
• Direct the development and implementation of effective comprehensive strategic plans, and objectives to ensure the authority conducts its business within the provisions mandated by the Authority and in line with the REA's Mission
• Ensure timely preparation of corporation strategic and operational plans
• Consolidate, produce and submit management and adhoc reports to the REA Board members on the performance of the Institute. Attend Board Meetings. Project a positive image of the Institute to the public, and is the authority's spokesperson
• Lead in the formulation of the Authority's policies and operating guide lines in order to ensure that REA grows and operate within the mandate given by the Authority
• Ensure the financial integrity and availability of sufficient financial resources for funding requirements and the production of timely financial and corporate information
• Review, from time to time, REA's Performance against all business objectives and implement measures and strategies that ensure roadmap is on course
• Develop and implement performance improvement strategies of the organization's operations in order to raise and sustain the Rural Electrification Authority operations.
• Ensure formulation and development of sound human resources policies, strategies in order to maintain, develop and motivate a productive labour force
• Implement the Board's various recommendations in order to ensure that they are professionally and expeditiously undertaken and provide information to the Board in order to keep the Board well informed about the operations of the Authority.
• Spearhead the development of the organization's rural electrification programs with the aim of providing access to electricity infrastructures in the rural areas.

• Provide overall leadership and support for information technologies to enhance realization of corporate objectives and goals in a rapidly changing commercial environment
• Job demands extremely high mental application, which is normally guided by very broad direction of the Board of Directors. Need to translate and implement policies established by the Board of Directors, which require harmonization of organization goals with workable strategies, structures, skills, systems and procedures.

KNOWLEDGE AND SKILLS REQUIREMENTS
Experience
• Minimum ten (10) years' working experience at senior management level with good track record of sound interaction with the Board of Directors.
• Wide knowledge of Corporate Governance.
• Sound Knowledge of managing power generation process, hazard management, risk assessment, plant maintenance procedures, safety standards as well as government legislation
