Background

Our current portfolio in Zambia includes work to support health care providers and communities to prevent and respond to malaria, NTDs, and TB, advance digital health innovation, and address global health security priorities. PATH’s Malaria, Neglected Tropical Diseases and Digital Health teams work directly with national governments in low and middle-income countries to select, adapt and scale appropriate Information and Communication Technology (ICT) for long term use in their country to address health challenges. Our services span the entire software development lifecycle from supporting analysis of digital health needs to the deployment and long-term use of those technologies. The PATH team coordinates closely with government ministries of health, the information and communication technology sector, other global health NGOs and donors to improve the governance, design, development, acquisition, implementation, and sustainability of digital health technologies and approaches

PATH is inviting expressions of interest for digital technology development firms to be considered for engagement in supporting the Ministry of Health’s digital technology development and maintenance efforts. The selected firm/s work will include promoting the transfer and sharing of knowledge and skills, enabling new partnerships to form between Ministry of Health, local and international digital technology developers, and creating a space for digital technologies that will selected to be adapted, enhanced, maintained, and sustained by the Ministry of Health with support from local digital technology firms.

Scope of Services

The initial focus of the selected firm/s will be supporting the Ministry of Health to adapt or develop, deploy and maintain a digital community health system. This will involve:

• being the key technology liaison between the Ministry of Health and the original developers of the digital community health system that will be selected for adaption
• facilitating co-creation processes between the users of the technology at all levels of the community health structures, the Ministry of health and the original developers of the digital community health system
• ensuring that the digital community health system adaption process is done in line with Zambia’s digital health standards, policy, and legal framework
• supporting deployment of the digital community health system and ensuring that feedback from users is incorporated to improve system usability and acceptability
• supporting integration/interoperability of the digital community health system with the national DHIS2 HMIS and other systems that may be prioritized by the Ministry of Health
• supporting skills and capacity development of the Ministry of Health and other interested stakeholders in the adaptation and maintenance of the digital community health system
• building new partnerships between developers of digital health solutions, the healthcare system, users of digital technologies and corporate bodies in support of the Ministry of Health’s digital health agenda

Expression of Interest Content Overview

The expression of interest should demonstrate the firms experience and capacity to undertake the above tasks. The following should be included in the expression of interest:

• Firm’s proposed approach to undertaking this assignment
• Years of experience in digital technology development
• Experience supporting the Ministry of Health and/other Zambian government structures
• Experience working with other local and international digital health technology firms
• Number of staff and their experience in digital solutions development (i.e healthcare, will be an added advantage), including levels of proficiency in different coding languages, system integration, system security and user interface design
• Firm’s philosophy and approach to software development lifecycle management
• Firm’s experience in human-centered design/design thinking methodology
• Examples and use cases of digital health technologies that the firm has developed and/or supported
• A statement describing the firm’s understanding of what the three main challenges in digital health are in Zambia
• Firm should also attach a copy of their registration/incorporation certificate.
• A brief sentence or two indicating that the firm has the financial resources and management strength to execute the assignment and that the firm can provide evidence of such capacity. More detailed financial information is generally not necessary, although firms should be prepared to include this in an appendix if requested.

Evaluation Process

Expression of interests will be reviewed by PATH and the Ministry of Health. Shortlisted firms will be provided with additional information and requested to develop a full proposal that will be reviewed by an international digital technology development firm. The international development firm and the successful local firm will develop a joint proposal and costed workplan for the adaption of a community digital health system and other support priorities that will be identified by the Ministry of Health. The proposal and costed workplan will be reviewed and approved by PATH and the Ministry of Health.

Submission Format and Deadline

Interested firms should submit their response as a single PDF document via email to dangandu@path.org by 2nd September 2022 at 20:00hrs CAT.  Late submissions will not be accepted.

Submission Tips

Appearance: Make the document attractive and legible with a professional look. Logos should be used but do not include extraneous clip art or graphics that may appear unprofessional.

Language: Ensure that the EOI is written in a clear, concise, and logical format with key words in bold.

Supporting Content and Materials: Confirm that you have included relevant information pertaining to your sector-specific expertise, country/region experience, key staff information (mini-bios vs. CVs), and information about previous projects and work with local and international partners. Brochures can be attached but should not be an alternative to writing a responsive EOI. The PATH will make its decision based upon the written information contained in the text of the EOI.
