Expression of Interest for consideration as a service Provider for Motor vehicle Maintenance Services and Repair works for ZESCO limited - zesco/066/2022

ZESCO maintains a fleet of various motor vehicles across the country that from time to time requires maintainance and repair works. This expression of Interest is intended to enable firms interested and capable of undertaking the said services to submit required documentation so that the firm is listed as one such service provider. Firms currently providing these services to ZESCO are also required to submit their expressions. The services of the firm shall be hired as and when needed by the Corporation. Vehicles with different repair needs will be given to the workshops to work on, and assessed basing on efficiency (time), quality (workmanship) and competitiveness (price).

The service provider shall provide the following goods/services:

The pre-qualified service provider(s) shall provide among others the below said services:

(1) Perform all services in a diligent, skillful and professional manner

(2) Keep and maintain up to-date records of all services rendered to ZESCO vehicles.

(3) Ensure that the mechanics for any repair works are skilled and sufficiently trained on the respective vehicles.

(4) Source and utilize service parts sourced from reputable sources.

Below are the various types of service/works to be undertaken:

Below are the basic elements that the prospective service providers should submit as part of their expression of interest in order to allow a proper assessment of the responsiveness of the proposal:

(1) Company Profile, which should not exceed fifteen (15) pages, including printed brochures and product catalogues relevant to the goods/services being procured.

(2) Valid Tax Clearance Certificate issued by Zambia Revenue Authority evidencing that the Bidder is updated with its tax payment obligations, or Certificate of Tax exemption, if any such privilege is enjoyed by the Bidder.

(3) Certificate of Registration of the business, including Articles of Incorporation, or equivalent document if Bidder is not a corporation. Bidders are also required to submit information showing the beneficial owners of the company e.g., certified print out from PACRA.

(4) Latest financial statement for last 2 years or certified statements as equivalent.

(5) Previous purchase orders/contracts in motor vehicle maintenance service and repair works must be submitted for ease of reference. The services provider should have proven experience of at least 2 years. The bidder shall provide at least three referees whom it has dealt with for the past 3 years.

(6) Bidders must submit details of registered workshops in Lusaka, Kitwe, Ndola, Choma and Livingstone. The bidders shall have well secured garage premises to ensure safety and security of ZESCO vehicles while under maintenance (also adequate space). Details of the physical address of the business premises where they operate must be submitted.

(7) Bidders must have adequate specialised equipment and tools required to carry out maintenance service and repair works for motor vehicles

(8) Bidders must submit proof of having adequate, experienced and skilled workforce in motor vehicle maintenance i.e. motor vehicle mechanics, autoelectricians, panel beaters and spray painters and staff facilities. CV of key personnel must be submitted.

(9) Bidders are also be required to include the series of motor vehicle brands they are specialised in. Bidders with franchise holder certificates must submit such proof.

Submission Procedure

The Expression of Interest must be deposited in the tender box situated on the Ground Floor, Main Entrance, Procurement Division Offices situated at Regional Control Centre (RCC) Building adjacent to ZESCO Central Stores Filling Station within the ZESCO Limited Head Office premises, Lusaka, Zambia on or before Friday, 26 August 2022 at 10.30 hours local time. The closing date for the receipt of expression of interest is Friday, 26 August 2022 at 10.30 hours local time and any bid received after the time and date stipulated above shall not be accepted. The expression of interest shall be opened in the ZESCO Auditorium located at the Procurement Division Offices within the ZESCO Limited Head Office premises, on the same date at 10.30 hours in the presence of companies or their representatives who choose to attend.
