Expression of Interest for the Development of the Mobile E-Learning Platform on Sexual Reproductive Health and Rights (SRHR) for Young Women at Non-governmental Gender Organisation Coordinating Council

1.0  INTRODUCTION

Non-governmental Organizations’ Coordinating Council (NGOCC) was established in 1985 to play a leadership and critical role in the empowerment of women in Zambia. As a network organization, NGOCC’s mandate is to coordinate and mobilize members in a more concerted manner for advocacy and capacity building programs aimed at advancing the status of women in Zambia.

One of the key focus areas of NGOCC in its quest for gender equality is the prioritization of Sexual Reproductive Health and Rights for women and girls in line with the SADC Model Law, Sustainable Development Goals (SDGs) as well as the Africa Union Agenda 2063. Thus, the right for women and girls to decide over and exercise control over their bodies and reproduction and its linkages to HIV and AIDS is critical on the agenda for women’s empowerment.

In its 2018-22 Strategic Plan, NGOCC has programmed to reduce teenage/young women pregnancies and child marriage through creating linkages for SRH and HIV services in order to provide a platform for reaching clients with crucial HIV prevention, care, and treatment interventions in order to make informed decisions about their sexual and reproductive health and rights. To this end, NGOCC further envisages to increase advocacy for women and girls’ to access comprehensive and age appropriate sexual reproductive health information and education about family planning, safe delivery and contraception, gender based violence.

In view of the foregoing, NGOCC seeks to undertake a cost-effective program that uses mobile technology to improve Sexual and Reproductive Health (SRH) uptake and awareness among young women. Among the many platforms available, Mobile phone applications have been identified as a viable and effective method of increasing access to SRH services and tools for the young people. These would allow messages on teenage pregnancies and child marriages discussions to reach many young people in the communities and in the long term bring about assertiveness among young people.

1.1  Background

Despite the many efforts on SRHR being undertaken in the Country, girl’s and women’s issues are still high on the agenda. Child marriage and teenage pregnancies are still high while Gender based violence is still rife. It is against this background that NGOCC formed the Young Women’s Networks (YWN) in its operational areas across the ten Provinces of Zambia. They were formed to provide an environment where the young women feel safe enough to share their issues around SRHR and preventive measures. The YWN also seeks to strengthen the young people’s individual and collective voices and mobilise people in communities for prevention of child marriages. The YWN are further raising more awareness on adolescent sexual reproductive health issues and on-going liaison among young people, further increasing the knowledge on SRHR among them.

It is for this reason that it has become imperative to create an online platform to enable the YWN broaden the scope of their interactions and interventions.

2.0  GENERAL OBJECTIVE

To develop an electronic mobile learning platform on SRHR compatible with Android and iOS operating systems.

3.0  SPECIFIC OBJECTIVES

3.1  To design and Programme an Application based electronic platform.

3.2  To create a safe, user-friendly and interactive e-learning platform.

3.3  To orient NGOCC Members of Staff and Young Women Network on the use of the Platform.

4.0  DURATION

4.1  The entire consultancy will be for a period of twenty-five (25) working days commencing immediately the contract is signed.

5.0  EXPECTED OUTPUTS/DELIVERABLES

  • Prepare inception Report
  • Provide Software Requirement Specification (SRS)
  • Development of a mobile e-learning platform on SRHR
  • Development of e-learning platform for Android and IoS Mobile App
  • Development of a user-friendly frontend and menu
  • Software Deployment on Live Server.
  • Prepare and provide a User Manual
  • Conduct Knowledge transfer through workshop/Training.
  • Provide Source code & database
  • Estimate completion report including anticipated challenges (if any).
  • Provide 12 months Support & Maintenance Service.

6.0  QUALIFICATIONS:

The Consultant should possess the following qualifications:

  • A minimum of five (5) years’ experience in software development
  • English language skills
  • An understanding of gender and women’s Sexual and Reproductive Health and Rights

7.0  Application Procedures:

  • A cover letter summarizing suitability and qualifications for this assignment
  • Track record of delivered samples of past works of similar nature.
  • Technical proposal with indicative work plan showing consultant’s planned approach to the assignment.
  • Cost proposal with proposed payment schedule for the given payment schedule.
  • Applicants should enclose Curriculum Vitae and photocopies of relevant certificates/documents.
