JOB DETAILS:
Keeping Girls in School (KGS) Initiative is a component under the Girls' Education and Women's Empowerment and Livelihood (GEWEL) Project which is currently being implemented by the Government of Zambia with support from the World Bank. The Project which is being implemented in three Ministries namely the Ministry of Community Development and Social Services (MCDSS), Ministry of Gender (MOG) and Ministry of General Education (MOGE) has three components. The first component is the Supporting Women's Livelihoods initiative, while the second component supports the keeping Girls in School Initiative, and the third component supports institutional strengthening and system building in MOG and MCDSS for women's empowerment and social protection.
PROJECT BACKGROUND
The goal of the Girls' Education and Women's Empowerment and Livelihood (GEWEL) Project is to increase access to livelihood support for extremely poor rural women and access to secondary education for disadvantaged adolescent girls in extremely poor households in selected districts. The objective of KGS is to help adolescent girls in extremely poor households to access secondary education, by providing support to cover secondary school fees for adolescent girls in extremely poor households that are benefitting from the government's existing Social Cash Transfer.
KGS was designed in response to the fact that very few adolescent girls in rural areas are enrolled in school and increase in school dropout due to:
(i) the inability of the poorest families to bear the costs (or opportunity costs) of educating girls and
(ii)the lack of options available to girls to develop the skills needed to generate sufficient income to lift themselves and their families out of poverty. KGS will therefore increase the opportunities available to these girls to improve their living standards in the long run by ensuring that they acquire the needed education.

GENDER AND COMMUNICATION SPECIALIST (1)
Location - Lusaka Reports to- Project Coordinator .
Duties and Responsibilities
• Acquiring and maintaining a detailed knowledge of the Project guidelines and Ministry's policies, strategies and to keep up-to-date with relevant developments:
• Build MOGE national, provincial, and district staff capacity to address School-Related Gender-based Violence (SRGBV)
• Oversee the empowerment pilot in collaboration with key stakeholders, monitor key lessons to inform scale-up:
• Attend monthly GBV Action Plan meetings and provide KGS updates for the plan;
• Monitor progress of Sexual Exploitation and Abuse/Sexual Harassment (SEA/SH) investigations;
• Participate in the MOGE Gender working group and MOG GBV working group
• Lead high-level leadership in enhancing SRGBV prevention and response efforts:
• Develop and implement a communication strategy that includes media outreach and social media content creation and communication;
• Research and write press release, and content for the Project website, infographics, blogs, brochures, leaflets, pop-ups and newsletters etc;
• Prepare radio and TV scripts aimed at raising the profile of the Project;
• Arrange and coordinate press conferences and plan events;
• Facilitate the resolution of disputes with external role-players;
• Work with key internal role-players to brainstorm content ideas, in line with the Project's strategy and support of various effective communication initiatives;
• Support and evaluate results of communication campaigns/sensitisation with the team;
• Build and maintain relationships with Ministry communication team journalists and key external role-players.

Qualifications, Experience and Key Attributes
• Bachelor's degree in communications, Journalism, Public Relations or related field (essential) or bachelor's degree in Gender Studies with communications experience;
• Masters in the any field of communication is an added advantage;
• A minimum of 3 years' experience in communication strategy development in the education sector (essential):
• A minimum of 3 years' experience in Gender and GBV programming in school and/or communities (essential);
• Experience using innovative training management and communication methodologies:
• Strong writing and communication skills, including ability to prepare quality, focused reports
• Understanding of drivers of School-Related Gender-Based Violence (SRGBV)
• Experience leading initiative to actively prevent and respond to SRGBV, including Sexual Exploitation and Abuse (SEA):
• Have Gender and community mobilization skills:
• Excellent written and verbal communication skills;
• Work well under pressure and meet tight deadlines;
• Highly computer literate with capability in email, MS Office and related business and communication tools:
• Content writing experience for all media Platforms;
• Ability to adapt to emerging technologies,
• Proven social media and networking expertise:
• Strategic and creative mindset;
• Meticulous attention to details.
• Fluency in written and spoken English.
• Fluency in Zambian local language(s) an added advantage
