ABOUT SAVE THE CHILDREN – ZAMBIA
Save the Children (SC) is an International Non-Governmental Organization that has been working in Zambia since 1983, with a vision of a world in which every child attains the right to survival, protection, development, and participation. SC’s history of working in Zambia has made footprints in all the 10 provinces of Zambia in both development and humanitarian programs. SC’s programming in the country focuses on increasing access to quality inclusive education, health and nutrition, supporting families, communities, and the government to protect girls and boys from all forms of violence, and ensuring children can participate in and influence government planning and budgeting processes. In implementing its programmes, SC works in collaboration with government line ministries, Civil Society Organizations and local community partners, schools, children and their families.

PROJECT DESCRIPTION
Save the Children is selected as the Grant Agent for Zambia Global Partnership for Education. Save the Children is awarded the role of Grant Agent for the implementation of Systems Transformation Grant (STG) and Systems capacity Grants (SCG) working with the Ministry of Education in Zambia. System capacity grants support analysis, gender responsive planning, data and longer-term system capacity to plan, implement and monitor the sector. These grants are available throughout the policy cycle. System transformation grants target specific, prioritized reforms that enable system transformation. To adequately prepare for the implementation of these two grants, the Ministry of Education with support from Save the Children as Grant Agent and USAID as Grant Coordinator are planning a co-designing of the program based on the pillars as indicated in the GPE compact.

The process requires the development of the development of program document, budget and application forms which must be submitted to GPE by 30th December 2024. The Zambia Country Office is seeking a consultant who will be able to support: (a) the development and revision of the draft program document for the Systems Transformation Grant (STG) and Systems capacity Grant (SCG); (b) fiduciary assessment to assess the readiness of government systems for implementation and to help inform program design; (c) development of implementation manual for the Systems Transformation Grant and the System’s Capacity Grant.
