JOB DETAILS:
Background
The GREAT-TDP is a World Bank-funded project under the Ministry of Tourism, aiming to strengthen the enabling environment, access to resilient infrastructure, and economic opportunities in emerging tourism destinations. The project targets areas such as Kasaba Bay, Liuwa Plains National Park, the Source of the Zambezi River, and other linkage areas to promote green and sustainable tourism development.

Objective
To assist in implementing tourism-related components of the project by providing technical support and expertise to achieve the project’s goals in nature-based tourism, policy, branding, and infrastructure development.

Key Responsibilities
1. Management and Administration
o Provide technical support for project implementation aligned with the National Tourism Master Plan.
o Assist in the preparation and monitoring of Annual Work Plans and Budgets (AWPB).
o Support field visits, stakeholder meetings, and project reporting.
2. Tourism Marketing, Branding, and Licensing
o Support destination branding and marketing strategies.
o Assist in facilitating collaboration with stakeholders, including the Zambia Tourism Agency (ZTA) and private sectors.
o Promote responsible tourism approaches.
3. Policy and Institutional Framework
o Coordinate with agencies to improve policy frameworks for nature-based tourism.
o Support benefit-sharing mechanisms to enhance livelihoods around tourism assets.
4. Matching Grant Scheme
o Assist in managing the grant cycle, ensuring adherence to guidelines.
o Monitor grant recipients to ensure compliance with agreements.
5. Coordination and Liaison
o Facilitate collaboration between government institutions, private sectors, and stakeholders.
o Organize meetings, workshops, and consultations for effective project implementation.
6. Research and Knowledge Management
o Conduct studies, prepare project briefs, and provide technical input for tourism-related policies.
o Maintain updated knowledge of tourism regulations and practices.
7. Reporting and Monitoring
o Monitor tourism indicators and provide data-driven recommendations.
o Prepare reports and field evaluations on project activities.

Qualifications and Experience
• Education: Bachelor’s degree in Tourism, Hospitality Management, Rural Development, or a related field.
• Experience:
o At least 5 years of experience in tourism development.
o Proven track record in tourism licensing, marketing, branding, and policy reforms.
o Experience working on donor-funded projects is an advantage.

Skills and Competencies
• Strong analytical, research, and report-writing skills.
• Proficient in Microsoft Office (Excel, Word, PowerPoint).
• Effective communication and interpersonal skills.
• Ability to manage complex tasks with minimal supervision.
• Demonstrates cultural sensitivity and adaptability.
• Willingness to travel frequently to project sites.

Contract Duration
• Duration: 2 years (renewable based on performance).
• Performance Review: Every 6 months in the first year, annually thereafter.
