JOB DETAILS:
Position Summary
Reporting to the Project Manager, the Project Officer (2) will play a key role in mobilizing Savings Groups Agents and Savings Groups leaders for conducting financial literacy and awareness campaign in the communities. S/he will oversee the respective project province and will play a supportive role in building the credibility and reliability of the project. S/he will work closely with the MEAL Specialist and under the overall guidance of the Program Manager in delivering services. Specifically, the Project Officer will carry out the following set of activities:

Essential Duties and Responsibilities:
Stakeholder coordination

• Coordinate with partner microfinance institutions (MFIs) and DreamSave teams to provide digital financial services and monitor DFS activities at Savings Groups and among members of partner MFIs.
• Coordinate with local government and stakeholders for community gatherings, campaigns, rallies and dissemination of IEC materials.
• Coordinate with MFIs and local governments to establish access to formal banking services and financial services at local level for the target groups.
• Coordinate with partner MFIs, other stakeholders working in financial inclusion and decent housing development for the implementation of housing projects.

Training & awareness raising
• Support awareness raising campaigns and knowledge activities towards reaching approximately 60,000 people, predominantly women.
• Support Savings Groups Agents, Savings Groups leaders and MFIs in promoting financial literacy, safe shelter and raising awareness on housing finance.
• Selection of Savings Groups Agents, and local civic leaders with the support of partner MFIs for financial literacy training and awareness campaigns.
• Facilitate field level activities such as training, awareness campaigns and workshops in close coordination with partner MFI teams and the project team.
• Coordinate and support Training of Trainers on financial literacy, safe housing, and housing finance products.
• Liaise between the project team, MFIs and target populations with a minimum 70% field visit and as per the requirements of the activities planned.

Monitoring, Evaluation, Accountability and Learning (MEAL)

• Ensure proper record keeping, data of all events participants, gender, age etc.
• Monitor financial literacy training and ensure the quality of delivery.
• Mainstream safeguarding in the project at the community level
• Liaise with the MEAL specialist and safeguarding focal point as required.

Other duties
• As designated by the Project Manager according to the demands of the project.

Success Criteria
• Number of Savings groups established.
• Number of Savings groups trained in basic savings groups operations.
• Number of groups linked to MFIs and accessing housing loans.
• Number of Savings groups utilizing Dream Save digital platform.
• Number of groups with members saving for house improvement.

Typical Training & Experience
Minimum:

• Education: Bachelor’s Degree in business administration, Real Estate/Land Management, Social Science or any relevant field of study.

Years of Related Experience:

• At least 2 years’ experience supervising social development or social mobilization projects or acting as a training facilitator. S/he should have basic knowledge of using the Microsoft Office Package with a fair command of English and languages such as Nyanja and Bemba (both written and spoken). S/he needs to be able to use a Motorbike with a valid driving license.

Qualifications:
Preferred – in addition to minimum:

• Non – Profit sector experience
• Strong critical thinking, problem solving, coaching, and mentoring skills
• Displaying adherence to organisation’s mission.
• Proficient with MS Office Word and Excel.
• Ability to research and make use of the collected data.
• Excellent communication skills, both verbal and written
• Experience and good understanding of best practice, knowledge management and Monitoring, Evaluation, Accountability and Learning (MEAL) and safeguarding in a programme context
• Strong people skills.
• Excellent organisational skills.
• Ability to meet deadlines
