JOB DETAILS:
Lusaka Provincial Health Office (LPHO) with Support from the Centers for Disease Control and Prevention (CDC) invites applications from suitably qualified persons to fill the under listed positions:
Job Title: Monitoring & Evaluation Officer - Data Quality (3)
Locations: Kafue, Chilanga and Lusaka Districts

Job Purpose:
To undertake and supervise data management and data quality improvement activities in order to facilitate decision making.
Reports to: Health Information Officer

Main Responsibilities:
• Point of Contact (POC) for Data Quality concerns in health facilities and Data Quality Monitoring & Improvement System (DQMIS) reports:
• Provides technical guidance and mentorship to Assistant M&E Officers in health facilities in order to develop and strengthen data handling & reporting skills:
• Advises the M&E Officer and HIV/TB Clinical Mentors on matters of importance related to data quality in health facilities:
• Ensures that DQMIS tools & systems are in place, and that periodic, reliable measures and indicators of key impact are established; and, collects and monitors program performance data on an ongoing basis:
• Designs, facilitates, and promotes efficient means to collect, organize, clean, store, analyze, and share disparate, complex datasets, with attention to security and confidentiality, and with sensitivity to the provincial HIV/TB program context:
• Applies sound data science principles and methods to objectively and systematically track changes, and to measure progress towards program targets:
• Facilitates training of Assistant M&E Officers in data handling & reporting skills:
• Supervises management and maintenance of multiple datasets including Covid-19 Home Based Care (C-19 HBC):
• Conducts data quality assessments (DQAS) and provides regular reports:
• Provides input for situation room (Dashboard) presentations:
• Ensures data management & processing SOPs are updated and available in health facilities
• Conduct and prepare data summaries or statistical analyses:
• Provide technical support to the sub/district on data management, data cleaning, data analysis and data presentation, and
• Perform other duties as needed.

Required Skills and Experience
• Grade Twelve (12) School Certificate with Five (5) Credits or better including Mathematics, Science and English:
• Degree in any of the following fields: Bio-Statistics, Mathematics Computer Science/IT, Health Informatics, Demography, Public Health and Library & Information Science and
• 2-years relevant work experience in managing health data.
• Added Advantage
i) Knowledge and ability to manage large amounts of data in Excel and Access and use statistical software such as SPSS. STATA, SAS, Epi Info, and R: and
ii) Knowledge and experience with CDC PEPFAR Supported HIV/TB Programs DQMIS Tools
