Project Summary
USAID/Zambia intends to 1) strengthen the national Health Management Information System (HMIS) owned and managed by the Government of Zambia’s (GRZ) Ministry of Health (MOH), 2) improve monitoring, evaluation, and research capacities within key government and non-governmental institutions, and 3) expand the evidence base for existing approaches to health programming in malaria, nutrition, family planning, maternal and child health, and HIV. The activity will support strategic objectives of USAID, the President’s Emergency Plan for AIDS Relief (PEPFAR), and the President’s Malaria Initiative (PMI). Position Summary
The Accounts Officer will support the finance, operations, and technical teams and will perform other administrative duties as requested. The Accounts Officer will provide critical daily support to the field office operations team. This is a long-term position and will report to the Director of Finance and Administration.

Responsibilities
• Support the Director of Finance in preparing the monthly project plan budget in collaboration with the Chief of Party and home office project management team.
• Oversee the payment and recording of all in-country financial, accounting, treasury, local tax transactions, reporting and allocation of project costs.
• Monitor and implement internal control systems that safeguard client’s assets and lead the process of implementing sound accounting procedures.
• Manage preparation of office’s monthly expenditure reports to HQ, ensure review with and approval by the Chief of Party.
• Upload vouchers daily to SharePoint.
• Daily and monthly postings in QuickBooks.
• Monitor bank account balances and bank reconciliations.
• Supervise handling, reconciliation, and reporting of petty cash.
• Ensure cost effective and efficient procurement of goods and services in accordance with MSI and USAID procurement procedures, as well as security of valuable equipment.
• Petty Cash postings/reconciliations and carrying out spot checks.

Qualifications
• At least one of the following is required: Zambia Institute of Chartered Accountants (ZICA) license, Association of Chartered Certified Accountants (ACCA) Part 2, or Chartered Institute of Management Accountants (CIMA) Part 2.
• Bachelor’s degree in finance or equivalent is preferred.
• At minimum two years of relevant experience working on donor-funded projects in a related administrative and finance role.
• Thorough knowledge of QuickBooks.
• Excellent working knowledge of MS Word and Excel.
• Familiarity with USAID policies and procedures will be an added advantage.
• Demonstrated initiative and self-motivation in performing assigned tasks.
• Fluency in English required.
