Assignment Title: Individual Consultancy Services to Provide Administrative and Technical Support to the Zambia Meteorological Department under the TRALARD Project.

The Government of the Republic of Zambia, through the Ministry of Green Economy and Environment has received funds from the World Bank to support the implementation of the Transforming Landscapes for Resilience and Development (TRALARD) Project in Luapula, Northern and Muchinga Provinces of Zambia and intends to utilize part of the funds towards payments for the contract for consultancy services (Individual Consultant) for the provision of administrative and technical support to the Zambia Meteorological Department (ZMD).
The main objective of this consultancy assignment is to support ZMD in the implementation of subcomponent 1.4 (Strengthened Climate Meteorological Information) through preparation of concept notes, compilation of specifications, submission of all required documentations to the World Bank for No Objection, submission of all the cleared documents for procurement and execution of all activities under the ZMD TRALARD Project annual work plan for 2023.
The scope of assignment will include but not limited to; Draw a roadmap of deliverables for each activity and ensure adherence to timelines;
• Providing administrative and technical support to ZMD in the implementation of subcomponent 1.4 of the TRALARD Project.
• Support ZMD to implement approved activities under subcomponent 1.4 of the TRALARD Project in a timely manner. Development of concept notes and specifications for each activity;
• Compilation of all documents for submission to the project office and world bank for No objection;
• Following up with ZMD, project office to ensure comments and guidance are addressed in the process of seeking No Objection;
• Preparation of all documentation required for procurements and draw up an implementation plan for procurements and ensure that the plan is adhered to;
• Providing weekly reports of updates to the project office and office of Director of Meteorology and engage relevant personnel where there is delay;
The qualification requirements for the Individual Consultant include the following;
• Preferably a master’s degree in Meteorology, Climatology, Physics or related fields.
Above 6-years work experience with demonstrable experience working in meteorology and related fields;
• Experience in preparation of specifications and concept notes to support meteorology services
Strong understanding of the civil service policies, laws, systems and structures especially those related to finance and procurements; Ability to work as a team with other staff;
• Excellent written and oral communication skills English
• Be ready to assume work as soon as possible.
• Good organization skills and ability to work with other experts; Proficiency in English is required.
• Demonstrated experience in implementation of similar projects from design to completion.
• The Consultant should demonstrate capabilities and a thorough understanding of the work to be carried out as outlined in the Terms of Reference
The attention of interested Individual Consultants is drawn to paragraph 3.14 to 3.17 of the World Bank Procurement Regulations for IPF Borrowers (July 2016, Revised November 2017 and August 2018), setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected in accordance with the Individual Consultant Selection Method as set out in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, Revised November 2017 and August 2018)
