Job Summary:
The Business Official / Associate Director – Finance and Administration (AD, F&A) will establish and maintain sound financial management practices and ensure the project’s compliance with FHI 360 and CDC acquisition and agreement procedures, rules, and regulations, cost principles and audit standards. This position will be based in Chipata, in Zambia’s Eastern Province; and it will report to the project’s PI.

Key Duties And Responsibilities:
• As Key Personnel, provide leadership to finance and operations aspects of the project, including general administrative processes, financial management, accounting, and logistics.
• Establish and maintain sound and transparent financial, accounting and fiscal control procedures for prime award, subaward and operations aspects of the project.
• Ensure compliance of financial and operations systems with FHI 360 policies and procedures, donor rules and regulations, award terms and conditions, and Government of Zambia laws.
• Develop, analyse, and monitor program budgets; monitor and track obligations and expenditures against budgets and advise senior leadership regularly on financial and operations-related matters.
• Lead revenue forecasting and conduct regular, accurate financial pipeline analyses and prepare monthly financial reports for internal analysis and tracking purposes, to be reviewed with the PI, ESARO and other relevant FHI 360 staff members.
• Prepare and submit annual and quarterly financial and accrual reports to CDC and FHI 360’s Senior Management Team (SMT).
• Contribute to the development of high-quality work plans, quarterly and annual reports, financial reports, financial data and other reports required by CDC and/or FHI 360 internally.
• Manage project procurement processes.
• Liaise with internal and external auditors in the review of project and financial management.
• Oversee or provide capacity development, as needed, to local partners and other project stakeholders on financial management, financial reporting and compliance.
• Support performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
• Other duties, as assigned.
• May also serve as the head of the Country Office’s “shared services” platform, which is a team of enterprise services staff that maintain the country operating platform and support all FHI 360 projects in the country with operations functions (finance, admin, human resources, ICT, etc.). That includes:
o Providing leadership to finance and operations aspects of the country financial platform, including general administrative processes, financial management, accounting, and logistics.
o Establishing and maintaining sound and transparent financial, accounting and fiscal control procedures for the country financial platform.
o Managing country platform procurement processes.
o Liaising with internal and external auditors in the review of country platform financial management.
o Mitigating risk through use of proactive risk management dashboards and processes;
o Working with the Regional Office and the Business Services Unit (BSU) at HQ to maintain legal status in country (registration/renewals), meet statutory reporting requirements, and mitigate any legal risks (leases, contracts, etc.).
o Providing leadership, advice and support to other financial and administrative aspects of the country operating platform, as assigned.

Minimum Requirements And Desired Qualifications:
• Minimum of bachelor’s degree in accounting, finance, business administration or related field is required. A master’s degree will be added advantage.
• At least eight (8) years of administrative and financial management experience, including at least three (3) years of line management experience.
• Prior experience leading a finance department in a comparable size NGO-led project, with preference for PEPFAR-funded and CDC-funded projects involving multiple partners, stakeholders, and geographic target areas in Zambia.
• Experience providing capacity development of staff and/or implementing partners (IPs) in financial management of NGO-run projects is desired.
• Demonstrated experience, skills, and ability to develop and adhere to high-level budgets of up to several million dollars encompassing multiple program areas spread across large geographies.
• Strong knowledge of US Government rules and regulations for grants and contracts, with strong preference for CDC grants.
• Impeccable knowledge in generally accepted accounting standards, budgeting processes, and fiscal control principles.
• Strong skills in accounting software systems, standard applications in MS Office and database spreadsheets.
• Strong writing and oral presentation skills in English.
• Demonstrated ability to work independently, manage a high-volume workflow, adhere to timelines as well as to lead and work collaboratively with others.
• Competency in developing and maintaining sound professional relationships among project staff, partners, host government agencies, donors, and other stakeholders.
• Willingness to undertake extensive local travel and possibly some international travel, as assigned.
